Water conservancy is the lifeblood of agriculture,water conservancy infrastructure,as a public product,plays an important role in people’s life and production,the Party’s 20 th National Congress report pointed out that optimize the layout,structure,function and system integration of infrastructure,and build a modern infrastructure system.In order to support the sustainable and healthy economic and social development,satisfying the increasing demand for a better life for the people,improve the supply system of public goods,it is necessary to further strengthen the construction of water conservancy infrastructure,introduce social capital to participate in the construction of water conservancy infrastructure,help solve the problems such as the shortage of government financial funds,and give full play to the advantages of social capital in project construction,operation and maintenance.We will improve the supply of public goods.In the past,research on the application of PPP model was mostly concentrated in the aspects of highway,underground pipeline corridor,etc.With the wide application of PPP model,it is very necessary to study the application of PPP model in the construction of water conservancy infrastructure.This thesis mainly uses literature research,semi-structured interview,questionnaire survey and other methods to define relevant concepts.By analyzing the specific case of J City,the problems and deficiencies in the construction of the project are pointed out,and suggestions are put forward to improve the countermeasures,with a view to providing references for local governments to promote the application of PPP model in the construction of water conservancy infrastructure.The objective of this thesis is the application of PPP model in the construction of water conservancy infrastructure.First,based on the theoretical concepts of public goods and PPP model,the thesis takes the construction of the water system connectivity project in J City as the research object,and systematically reviews the preliminary preparation and fund raising of the project.Check list method,WBS-RBS and group decision feature root method were used to identify the risk of the project for three times successively.The analytic hierarchy process(AHP)and entropy method were used for comprehensive weighting,and the risk analysis was carried out in combination with fuzzy comprehensive evaluation to screen out the key risks affecting the project.Through the semi-structured interview method,the staff and experts involved in the construction of the project were interviewed face-to-face,and combined with literature and personal analysis,it was concluded that there were problems such as public service supply,project cost recovery and risk sharing in the implementation process of the project.The countermeasures proposed around the problem are mainly from the aspects of accelerating the change of government role positioning,standardizing pricing mechanism,broadening project financing channels,and scientifically and reasonably formulating risk sharing mode.The research shows that,through the application of PPP model in water conservancy infrastructure,taking the construction of the connecting water system in J City as an example,it is pointed out that the PPP model is different from the traditional investment model of the government and introduces social capital through public bidding,which has significant advantages in financing,project management and operation and engineering construction expertise.Effectively alleviate the financing pressure of the government in the construction and operation of the project.By effectively identifying the risks faced in the project promotion and screening out the key risks affecting the project,it is found that the two parties have jointly agreed on risk sharing responsibilities,which can better disperse and control risks and regulate the behavior of both public and private parties.However,due to the strong public welfare of the project in the project construction,if it is combined with the for-profit project to "package" the introduction of social capital,it will help to diversify the project income and enhance the "resilience" of the project development.In the construction of project incentive mechanism,it is necessary to consider a variety of factors,further design an effective incentive mechanism model,and constantly improve the project to play a better role.
