The manufacturing industry is the dominant industry in our country.It is the main body of our real economy and the pillar of our national economy.It is also a particularly important part of our economic restructuring and industrial transformation and upgrading.At the Third Session of the 12th National People's Congress in 2015,Premier Li Keqiang proposed to imlement "Made in China 2025",adhere to innovation-driven,intelligent transformation,strengthen foundation and green development,and accelerate the transformation from a manufacturing power to a manufacturing power.In the report of the 19th National Congress of the Communist Party of China in 2017,it was clearly pointed out that it is necessary to speed up the construction of a manufacturing power and promote the high-quality development of the manufacturing industry.This is an opportunity and challenge for the developing countries,especially China.At present,the main reason for China's manufacturing industry is not strong,but the lack of original innovation and core technology.Therefore,in order to realize the transformation from a big manufacturing country to a manufacturing power,China should vigorously enhance its technological competitiveness.The R&D personnel is the core of technology research and development.The performance appraisal of R&D personnel has become a work that must be paid attention to by manufacturing enterprises,and the key to achieving technological innovation.According to the analysis of research status at home and abroad,it has been found that research on the performance appraisal of R&D personnel has achieved certain results.However,in these studies,there is little in-depth performance appraisal research on the specific group of R&D personnel in manufacturing enterprises.Therefore,this paper believes that it is necessary to conduct in-depth research on the construction of R&D personnel performance management system in manufacturing enterprises.Based on summarizing the research status at home and abroad and reviewing the relevant theories of performance appraisal,combined with the development background of the manufacturing industry and the characteristics of R&D personnel,this paper evaluates the performance appraisal system of R&D personnel through questionnaires,special interviews and data analysis methods.The paper puts forward a complete construction idea,and takes DL as the research object,describes and analyzes the status quo and problems of R&D personnel performance appraisal,and applies the key performance indicator method,360 degree evaluation and evaluation,balanced scorecard and other assessment techniques.DL R&D personnel performance appraisal system.In the system,the strategic goals of the enterprise are decomposed into departmental or project team performance indicators and individual performance indicators in the order of "enterprise-team-individual",which ensures the effective implementation of the corporate strategy.In the specific design of the performance appraisal system,this paper elaborates on the indicators and weights,the selection of appraisal subjects,the determination of the appraisal cycle,the application of appraisal results and the establishment of supporting management mechanisms.This paper provides a new idea for manufacturing enterprises to formulate R&D personnel performance appraisal scheme,especially in the design of indicators and their weights,which has a certain practical significance.
