The report of the Nineteenth National Congress of the Communist Party of China put the persistence of harmonious coexistence between man and nature into the basic strategy of adhering to and developing socialism with Chinese characteristics in the new era,put water resources at the top of the nine major infrastructure network construction,deepened the connotation of water resources work,and pointed out the direction of water resources development.Nowadays,water problems are related to all aspects of human life,such as society,economy,food,ecology and so on.With the rapid development of social economy,the demand for water conservancy construction is becoming more and more intense,and the task of water conservancy construction is becoming more and more onerous.At present,the problems of single source of investment,low participation of social funds,unbalanced and inadequate investment and financing mechanism in water conservancy construction seriously affect the investment and construction of water conservancy projects in China,and also restrict the economic and social development to a certain extent.Sustainable development.As a relatively abundant water resources city X,at present,the construction of water infrastructure is still lagging behind,which can not meet the needs of the local economic development,and has become a shortcoming of X city's infrastructure construction.There is a huge demand for investment and financing of large and medium-sized water projects and incremental projects in X City.The financial strength of the higher level and the lower level is limited,and there is a big gap in the water resources construction funds.How to scientifically promote the reform of investment and financing system of large and medium-sized water conservancy projects and how to make good use of the investment and financing platform of water conservancy are the key issues to solve the water conservancy governance in X City.This paper attempts to use the ideas and methods of public goodstheory and public governance theory,according to the analysis and judgment of the direction of national policy and economic situation,and drawing lessons from the experience of water resources investment and financing system reform in some parts of China,to conduct a detailed investigation and Research on the investment and financing system of large and medium-sized water projects in X City,aiming at the large and medium-sized water projects in X City.This paper analyses the existing problems and causes of the investment and financing system of water conservancy projects,tries to give overall consideration to such aspects as optimizing investment management,broadening financing channels,expanding the investment and financing platform of water conservancy projects,perfecting and popularizing the cooperation of government and social capital,and perfecting supporting policies,and puts forward effective policies and measures to further stimulate the vitality of market players.Potential,make good use of water resources investment and financing platform,accelerate the construction of large and medium-sized water conservancy projects in X City.This paper is divided into six parts.The first part is the introduction,elaborating the research background and significance of the paper;the second part reviews the historical process of the change of water resources investment and financing system in China,summarizes the experience of the reform of water resources investment and financing system in some parts of China,and analyses the current situation of the investment and financing system of large and medium-sized water projects in X city;the third part elaborates the main problems existing in the investment and financing system of large and medium-sized water projects in X city;The fourth part analyses the reasons for the problems existing in the investment and financing system of large and medium-sized water conservancy projects in X City;the fifth part puts forward the corresponding countermeasures for the problems existing in the investment and financing system of large and medium-sized water conservancy projects in X City;the sixth part is the conclusion of this paper.
