Study On Evaluation Of Investment Control Level In Large-scale Water Projects

Investment target management of construction project is one of the important objectives of project management,and it has been the focus of research by experts and scholars.Especially for large-scale water conservancy projects,most of the investment comes from the government,and the realization of the investment goal is directly related to the interests of the country and the people.Therefore,it is of great practical significance to strengthen the investment control of water conservancy projects and realize the investment control goal.In China's current construction management system,the subject of investment control is the project legal person,so in the water conservancy project completion acceptance stage,the investment control level assessment is usually an important work to assess the project legal person project management level.Establishing a reasonable investment assessment index system and building an investment control level evaluation model are the key links to improve the rationality and credibility of project legal person's investment assessment results.In addition,with the development of diversified engineering management modes,especially large water diversion projects have the characteristics of long routes and huge investment scale,which may involve the participation of national and local governments at all levels.Project legal person has many levels of organization in organization management,so it should embody multi-level characteristics in investment assessment.Therefore,it is of great theoretical and practical significance to study the investment control level assessment system and assessment model under multi-level organizational management.The main research contents of this paper are as follows:(1)According to the characteristics of large-scale water conservancy project investment management,the investment control evaluation index of water conservancy project is divided into process evaluation index and effect evaluation index.Through index analysis and screening,the index system of large-scale water conservancy project investment control level is established.(2)Using the variance maximization theory,combining the entropy weight method and the analytic hierarchy process,this paper proposes the combination weighting method based on variance maximization to determine the weight value of the investment control processindex.The subjective and objective portfolio proportion analysis method is proposed to determine the weight value of investment control effect and project implementation index.(3)Based on set pair analysis method,an evaluation model of investment control level of large-scale water conservancy projects is constructed.Taking a large-scale water conservancy project managed by a multi-level organization as an example,the established evaluation index system and the established evaluation model are verified,and the results show that the evaluation model of the investment control level of the water conservancy project is applicable and effective.
