Study On Modes Of Attracting Non Government Investment For Water Conservancy Construction In Xinjiang

On the basis of theoretical research, this paper made a comparative analysis on the practicalexperience of investment and fund-raising activities of domestic and foreign project of water conservancy,with a systematic research on the issues about the motivation, approaches, conditions, investmentcompensation and governmental supervision related to the industrial restructuring of national economy andwater conservancy construction project on the basis of non-governmental investment on the condition ofconversion from agricultural water to industrial water. It also made a research of the case regarding prepaidwater rate by enterprise at Sheyuegou Reservoir, Hami Prefecture, so as to offer advice on the policy andregulations of stimulating and guiding the water conservancy project on the basis of non-governmentalinvestment formulated by the government.It covered the analysis on motivation and compensation, economic analysis on the motivation ofnon-governmental investment,the prerequisite of water conservancy project on the basis ofnon-governmental investment, the research on the compensation modes and governmental supervisionunder the existing systems.It made an analysis on the status quo and issues on the exploitation andutilization of water resources and investment and fund-raising of water conservancy in Xinjiang,summarizing main approaches of current water conservancy project on the basis of non-governmentalinvestment.It made an analysis on the case regarding prepaid water rate of the construction of SheyuegouReservoir and Xiagou Reservoir invested by the government on the basis of the research results obtained.Itmade an analysis on the principal-agent behavior between the government and the franchising enterprise byusing Holmstrom model and Milgrom model, proposing the water conservancy type suitable forfranchising.It drew on the experience of foreign policy of investment and fund-raising of waterconservancy and attracting private funds for water conservancy investment by the government, so as toperfect domestic administrative regulations of water conservancy step by step, with the revelation andreference for domestic water conservancy to attract non-governmental investment.The research results offered the support on the scientific decision making on how to attract the waterconservancy project on the basis of non-governmental investment by Xinjiang Government, with greatvalue in theory and guidance meaning for practice. Meanwhile, through the research on the waterconservancy project on the basis of non-governmental investment, it revealed the main features and rules ofnon-governmental investment, further enriched and perfected the theoretical methods and contents of thiskind of research, offering the methods as a reference for other infrastructures on the basis ofnon-governmental investment.
