Researching Of Quality Control And Management Of Water Conservancy Construction Project

The quality control of water construction project refers to the government's quality control and management of the water construction projects. The government's quality control, legal person's project responsibility, guarantee of construction (design) unit and control of supervision unit constitute the quality management system of water projects. The purpose of government's quality control is to ensure the reasonable utilization of state and local investment and guarantee normal functioning of the project effect To properly implement the quality control and management of the water construction projects will play a very important role and produce great significance for promoting sustainable healthy development of water conservation and national economy. Based on the real situation for quality control and management of the water construction projects in our country, and starting from the angle of establishment and development of the regulations on quality control and management of construction projects in our country, this thesis initiates a systematic and intensive study on issues concerning the quality control and management of the water construction projects mainly in the following aspects:1. This thesis introduces the course of foundation and development of the quality control and management of the construction projects in our country, describes legal basis on project quality control of our state government in the new period, and summarizes the project quality control and management of some foreign countries.2. Based on the brief introduction to general situations on quality control and management of the water construction projects in our country, and in consideration of present situation on quality control and management of water projects for Songliao River Basin and four northeast provinces and prefecture, this thesis thoroughly analyzes main issues and cause of formation concerning present situation on quality control and management of the water construction projects in our country.3. This thesis systematically sorts out and summarizes the procedure and content for quality control of the water works, carries out comparison on work procedure and content for quality control reform implemented recently in the construction sector, and finds the gap and shortcomings existing on the aspects of the project quality control in comparison with water field and other leading construction industries. This thesis carries out some analysises of cases on the quality control of water construction project.4. According to Construction Law, Regulations on Quality Control of Construction Projects and the related guideline to deepening institutional reform on project quality control, this thesis discusses the general concept for institutional reform on water project quality control during the economic transition, analyzes the future development, working status, management responsibility, financial source and direction and goal for reform of control procedure. Based on the experience of foreign developed countries and our country on construction project quality control, this thesis forwards a series of suggestions on institutional reform of the water project quality control and management.5. This thesis carries out a special study on institutional construction and internal management of the water project quality control agencies, and forwards the respective measures for construction and management.
