Research On Risk Management And Control Of Urban Infrastructure Projects Based On PPP Perspective

At present,China's reform and opening up has entered a new stage of development,people's income and living standards have been greatly improved,and the way of demand for transportation presents diversification and convenience.Compared with ordinary engineering projects,large-scale transportation infrastructure projects have large investment,long period,and lack of sufficient funds and all-round technical support,making it difficult to complete the project smoothly.The application of PPP management and control mode will effectively improve the enterprise project management efficiency,capital shortage and technology shortage and other problems.However,since the application of PPP model,there have been too many cases of failure caused by improper risk management and control.The main reason is related to the complexity of PPP model itself.Due to the large number of stakeholders involved,the risk incidence of PPP projects is relatively high.Therefore,it is particularly important to identify the risk factors that have substantial impact on the project in the early stage and promotion process of PPP project,and take effective measures and precise control of them.Firstly,this paper reviews the literature on PPP model development.Second,through summing up general infrastructure PPP project risk factors,this paper USES the questionnaire survey,preliminary risk identification on line 3,the risk of low probability,small loss,thus build the nanchang subway line no.3,the PPP project risk list,thus formed a set of in line with the project characteristics of the risk index system.On this basis,the risk indexes of PPP project of nanchang metro line 3 are evaluated by analytic hierarchy process.It is not difficult to see from the results that the biggest factor affecting the risk of nanchang metro line 3 project is political risk,followed by macroeconomic risk,and the rest are project promotion risk,legal and regulatory risk,cooperation risk and environmental risk.In the end,according to the data analysis and questionnaire of related experts and scholars in the field of paper summarizes rated condition,identification,assessment of risk factors for this article put forward a series of specific significance of coping strategies,and for smooth completion of the nanchang subway line 3 and process risk control provide a decision-making reference.
