With the acceleration of China's urbanization in recent years,the city life has undergone tremendous changes.In the process of people's life gradually changing to high quality,the demand for urban infrastructure is also increasing.With the development of urban infrastructure,some problems inevitably arise.For example,in the process of leading urban infrastructure construction,the government has made slow progress in project construction and serious waste of resources.In this context,the PPP model is applied to the construction of urban infrastructure projects to successfully promote urban economic development in China.The construction of urban infrastructure projects under the PPP mode,which combines the political function of the government with the capital and management experience of private enterprises,reasonably speeds up the pace of urban infrastructure construction.For private enterprises,it not only expands their investment channels,but also enhances their social influence.For the government,it has reduced financial pressure and released some project risks.However,due to the fact that urban infrastructure projects are different from ordinary projects and the PPP mode has been entered into urban infrastructure field for a short time,the project still has high risks.Therefore,it is necessary to strengthen the risk management of urban infrastructure PPP project in order to complete the project smoothly.This paper starts from the study of risk management of urban infrastructure PPP projects.On the basis of literature review,this paper reviews the literature on risk management of urban infrastructure PPP projects,introduces the connotation of urban infrastructure and risk control,as well as the relevant theoretical basis of risk management.Secondly,the risk factors of the project are identified and evaluated through environmental analysis and process analysis,and the risk list of urban infrastructure PPP projects is formed,and the risk index system of urban infrastructure PPP projects is constructed.The weight of risk index system is calculated by questionnaire survey and analytic hierarchy process.Therefore,a fuzzy comprehensive evaluation model suitable for urban infrastructure PPP projects is established.Finally,a case study of risk control model for the PPP project of Zhengzhou metro line 3 is selected.Risk of the project is divided into 6 categories,including 17 risk factors,forming a risk evaluation index system.Risk analysis is conducted by using hierarchical analysis--fuzzy comprehensive evaluation model,and it is concluded that the risk comprehensive evaluation level of the project is general risk,which requires effective risk management.Based on the case study results,a series of effective risk control recommendations are proposed.This paper not only provides risk management and control ideas for the PPP project of Zhengzhou metro line 3,avoids and prevents risks as much as possible,reduces losses to the maximum extent,but also enriches the risk management and control theory of PPP project of urban infrastructure in China.
