Research On Risk Management Of Transportation Infrastructure PPP Projects

The PPP refers to a contract signed by a government department and social capital and a cooperative relationship established.Transportation infrastructure projects have a long construction period and large investment amount.Applying the PPP to the construction and operation of transportation infrastructure projects can save financial funds,relieve financial pressure,provide the public with higher-quality public products and services,and promote public resources Optimize the configuration to realize the functions of the government public sector.Social capital can also obtain corresponding benefits by participating in the supply process of public products and services.But at the same time,in the process of cooperation between government departments and social capital,both parties also need to share project risks.There are many types of risks in transportation infrastructure PPP projects,and risk management is difficult.How government departments and social capital identify and evaluate project risks,and reasonably share and control project risks,strengthen project risk management,are related to the success or failure of project construction and operation,which is one of the current research hot spots.This paper takes the transportation infrastructure PPP project as the research object,combs the related literature of PPP project risk management research and conducts theoretical analysis,studies the PPP project risk management issues,and builds the transportation infrastructure PPP project risk management framework.First,based on policy analysis,case analysis,literature analysis and other methods,7 first-level risk factor indicators and 24 second-level risk factor indicators that affect the success or failure of transportation infrastructure PPP projects are identified,and a risk indicator system for transportation infrastructure PPP projects is constructed.Secondly,comprehensively apply analytic hierarchy process,expert scoring method and other methods to carry out risk assessment of transportation infrastructure PPP project,and obtain the risk weight and size of transportation infrastructure PPP project.Third,a game model for risk sharing of transportation infrastructure PPP projects is constructed.Based on static game analysis,project risks are divided into risks independently assumed by the government,risks independently assumed by social capital,and risks shared by both parties;based on dynamic game analysis,the study The proportion of risk shared by both parties.Finally,the risk control ideas of transportation infrastructure PPP projects are put forward.At the same time,combined with the PPP project of the submarine tunnel in D city,the feasibility of the risk management framework of the transportation infrastructure PPP project was verified.The possible innovation of this paper is to construct a transportation infrastructure PPP project risk management framework,which enriches the application of PPP project risk management research in the field of transportation infrastructure construction.At the same time,this paper constructs a game model of risk sharing for transportation infrastructure PPP projects,clarifies the risk that government departments and social capital should bear and the proportion of risk sharing,and provides reference and reference for the risk management of transportation infrastructure PPP projects in my country.
