Study On The Problem And Countermeasure Of Migrant Workers’Wage Arrears In Construction Industry In Chuzhou

The problem of unpaid wages for migrant workers has always been a hot issue concerned by the Chinese government and society,especially in the construction industry.Despite the government introduced a large number of laws and regulations,policies,and across the country to carry out the regulation off action,since few years,especially after "back pay into the punishment",the back pay management things once get better,but along with our country’s urbanization advancement speeding up unceasingly,the construction industry peasant workers wage arrears problem still occurs,and performed in every year set various unpaid events,not only impacts the benign development of construction market,more serious damage to the social harmony and stability.Based on the construction of chuzhou peasant workers wage arrears governance issues as the research object,from the perspective of the government,the combination of government regulation theory and new public service theory,using the method of literature research,case analysis and field interviews,in-depth analysis of chuzhou construction industry current situation of peasant workers’ back pay management,wage arrears governance problems and the reasons,and to explore more suitable to back pay,more effective management countermeasures.This paper is divided into five chapters.The first chapter mainly explains why to study,how to study,how to use for reference and other issues;The second chapter expounds the relevant concepts and theories to be used in this paper.Chapter three: the current situation of the management of unpaid wages of migrant workers in construction industry in chuzhou city;Chapter four: problems and causes of the management of unpaid wages of migrant workers in construction industry in chuzhou city;Fifth chapter from strengthening the labor supervision of enterprises,improve the system of pay the security deposit,perfecting the salary system of circulating funds,special account real-name system and improve the salary management system,to establish salary issuing system,strengthening the construction of the labor inspection team,perfect the legal aid system,improve the communication and linkage mechanism tentatively puts forward countermeasures and Suggestions.
