In 2003,Xiong Deming,a migrant worker,began to ask for help from the then Premier Wen Jiabao.The phenomenon of wage arrears of migrant workers officially became a public issue and entered the government’s vision.In the course of continuous governance for so many years,although the violent wages caused by the large-scale arrears of migrant workers’ wages have been effectively curbed,the situation is still grim,and the construction industry is still the hardest hit area of wage arrears.Every year at the end of the year,violent wages are being Enclosed wages and even suicide wages have emerged,seriously undermining social harmony and stability.Especially in emerging cities such as M City,the construction industry is developing rapidly,and the demand for labor is huge.In 2018,200,000 of the900,000 workers in M City are engaged in the construction industry,and they are included in the municipal labor security supervision detachment to solve the problem of wage arrears.There are 17,000 people,involving an amount of 77.16 million yuan,triggering three collective work-staying wages.Under this circumstance,an in-depth understanding of the causes of the problem of wage arrears of migrant workers in the construction industry in M city,and finding solutions to the problems will help to further resolve the contradiction between labor and capital in M city,reshape the credibility of the government,and maintain social harmony and stability.This paper conducts research and analysis on the problem of wage arrears of migrant workers in the construction industry of M city through questionnaire survey,sitting discussion and collection and collation of existing literature,and adopts the theory of stakeholder theory and public governance theory to lead the government,construction units,construction units and labor services.The five parties of interest,such as people and migrant workers,are regarded as an inseparable organic whole.According to the construction industry,which has many temporary employment and large mobility,based on the analysis of the interests of all parties involved in wage arrears,the main reason for the difficulty in the wage management of migrant workers in the construction industry is that the legal system is not perfect and does not pay attention to signing a written contract.The supervision of payment methods is not in place,and the problems of migrant workers themselves;in recent years,M City has established measures such as multi-sector joint office,special inspections,and enforcement measures.However,the wage arrears of migrant workers in the construction industry have not fundamentally improved,and there is still a large government.Defective demonstration effects,lack of legal environment,and insufficient participation of NGOs.In response to the problem,it is proposed to strengthen the participation of non-governmental organizations such as trade unions in governance,labor contracts as a basis for law enforcement,highlight the rule of law,establish wage compensation and other mechanisms to reduce government participation,and better solve the problem of wage arrears of migrant workers in the construction industry with the rule of law.In order to maintain the fairness and justice of society.
