With the development and progress of the society,the social phenomenon of delay salary has almost disappeared in other industries,but it is still prevalent and even sometimes on a large scale in the construction industry.The introduction of various systems,laws,regulations,policies,documents and the additional establishment of the relevant departmentsfailed to effectively curb the spread of this trend.It can be said that not only has it not been properlysolved,but also its quantity,scale and even impact on the society is far greater than those scattered unpaid events from the late 1980 s to the early 1990 s,especially in some developed cities such as Shanghai and Guangzhou.At present,the situation of delay salary in the construction industry is characterized by the increasing number of victims,amount of sum and delaying time.It is urgent to further study for a final solution,because the solution of the problem of delay salary is not only related to the economic benefits of the construction enterprises and the whole construction industry,but also related to the long-term stability of the society.In this regard,this paper uses empirical research methods,in the perspective of Shanghai,to explore the deep-rooted structural causes of the problem of delay salary in the construction industry,in order to lay a theoretical foundation for the construction of an effective management system of delay salary.The first chapter starts with clarifying the relevant concepts,and expounds the theoretical basis of the government supervision of the issue of delay salary.The second chapter studies the current situation and its development of the construction industry in Shanghai.Based on a large number of statistical and survey data,it analyzes the current situation and characteristics of the construction industry in Shanghai,and deeply reveals the reasons for delay salary in the construction industry at this stage.The third chapter puts forward countermeasures and suggestions to solve the problem of delay salary in China's construction industry.This chapter deals with the specific measures all sides concerned should take in the process of solving the problem mainly from the four angles of the national legislation,government law enforcement,industry protection and personal rights.In the last part of the conclusion,re combs the research ideas of this paper,and summarizes the research process and conclusion of the problem of delay salary in the construction industry.
