| The governance of wage arrears is not only related to the rights and interests of migrant workers,but also related to social harmony and stability.At present,based on the social,institutional,legal,psychological and other perspectives,the academic circles at home and abroad have analyzed the generation mechanism,social harm and governance path of migrant workers’ wage arrears,which provides theoretical support for the prevention and governance of migrant workers’ wage arrears.But there are also some shortcomings.In the research content,it generally focuses on the problem of migrant workers’ wage arrears itself,and the content is often repeated.In terms of methods,literature is generally used for research,while case study,investigation and analysis or empirical research methods are rarely used.Taking Yandu District of Yancheng City in Jiangsu Province as a sample,this paper makes an empirical analysis on the problem of migrant workers’ wage arrears by using various methods such as literature review,case study and interview.It studies and discusses the generation conditions and mechanisms that are most likely to be forced or malicious to default on migrant workers’ wages and migrant workers may be forced or malicious to recover wages,and has some suggestions Finally,the paper puts forward some countermeasures.Its purpose is to provide effective reference and suggestions for the grass-roots government and relevant functional departments,and also to provide some enlightenment or reference for the root and effective operation of China’s wage arrears system.The research shows that although Yandu District has constructed the organizational system,improved the policy system and strengthened the "combination fist" of the management of migrant workers’ Arrears of wages,this problem has been effectively eradicated and still faces many difficulties.From the perspective of the government,it is faced with the dual dilemma of lack of system and poor implementation.From the perspective of enterprises,there is a double contradiction between no money to pay and no money to pay,which is manifested in three aspects:insufficient funds,broken capital chain and malicious arrears of wages.From the perspective of migrant workers,there are dual puzzles of psychological hindrance and social exclusion,which are manifested in the low comprehensive quality and ability of migrant workers,the restriction and hindrance of psychological alienation,and the hesitation and helplessness of social marginalization.Based on the problem analysis,this paper puts forward the following countermeasures.Yandu District should strengthen the co governance of multiple subjects based on the holistic government theory and the new public service theory.As far as the government is concerned,the focus is to improve the system and enhance the effectiveness of the system,such as improving the management system of migrant workers’ wage payment,constructing the early warning mechanism of migrant workers’ wages,strengthening the multi sectoral linkage governance mechanism,etc.As far as construction enterprises are concerned,the focus is to strengthen the payment and management of migrant workers’ wages,such as strengthening self prevention and risk awareness,constructing and optimizing capital chain,avoiding and governing intentional or malicious arrears of wages,etc.As far as migrant workers are concerned,the focus is to enhance the awareness and ability of safeguarding their own rights and interests,such as enhancing legal awareness and quality,strengthening self adjustment of contradictory psychology,and paying attention to improving quality and ability. |
