At present,the concept of fire fighting effectiveness evaluation of urban fire station in our country is relatively vague.The lack of objective quantitative assessment methods of the fighting capacity of the fire station,the leadership level of the fire station is not highly aware of the fire fighting effectiveness evaluation,and the evaluation level of the fighting capacity of the city fire station is difficult to be further improved.In view of this,this paper mainly studies the fire fighting power KPI system of the city fire station,the evaluation model of the fighting capacity of the city fire station,the monitoring,diagnosis,evaluation and improvement of the fighting capacity of the city fire station,and the practical application of the method is studied.The results show that:(1)According to the domestic and foreign literature research and actual investigations,the basic system of the fire fighting effectiveness evaluation index of the urban fire station including 6 first-level and 45 second-level indexes was determined.The qualitative and quantitative analysis of the evaluation system process index is carried out by the scientific SMART-AHP method.The indicators were screened to form a KPI system for the fire fighting effectiveness of urban fire stations,including six first-level indicators and 34 second-level indicators;(2)Use the AMOS24.0 evaluation software to establish the evaluation model,and use the SPSS24.0 software preliminary confirmatory factor analysis to fit the fire fighting effectiveness evaluation model,finally establish a city containing 6 first-level fire fighting effectiveness indicators and 31 second-level fire fighting effectiveness indicators to the evaluation of urban fire station fire fighting effectiveness;(3)A first-order confirmatory factor analysis method is used to further determine the appropriate structural equation model.Finally,the established structural equation model includes the 7 path influence relationships between each level of the fire fighting power index,in which the training technology water is used.Among them,training skill level ? Actual fire fighting rescue effect,Rescue The influence factors of equipment configuration ? actual rescue effectiveness are 0.97,0.91,0.79,0.53,0.41,0.23 and 0.21,respectively;(4)Through the two order confirmatory factor analysis,the relationship between the fighting capacity of the fire station and the first grade index and the grade two index is studied,and the path coefficient between various factors in the fighting capacity evaluation model of the fire station is determined.Among them,rescue equipment configuration ? fire fighting effectiveness,emergency management level ? fire fighting effectiveness,fire extinguishing and rescue environment ? fire fighting effectiveness,elimination training skills ? fire fighting effectiveness,fire fighting rescue effectiveness ? fire fighting effectiveness are 0.97,0.95,0.91,0.86,0.85,0.53,respectively;(5)From the monitoring,diagnosis,evaluation and improvement of the fighting capacity,this paper studies the evaluation method of the fighting capacity of the station,establishes the corresponding monitoring standards for secondary fire fighting effectiveness index,and finally obtains the calculation of the fire fighting effectiveness evaluation value(P).The formula gives specific improvement measures for each index corresponding to fire fighting effectiveness;(6)The fire fighting effectiveness evaluation model of the city fire station and the improved method are used to carry out practical application research on a fire fighting team in Guangdong.Before and after the above method,the scores of the fire fighting effectiveness of the squadron are 65.65 and 87.135 respectively,and the firefighting capacity of the squadron is increased by 32.73%.
