As an important part of urban disaster-prevention system,city fire-fighting plays an indispensable role in defending and disposal of all kinds of disasters.The planning of fire-fighting is an important content of the urban fire-fighting safety system.It's a guide for ensuring city fire-fighting safety,perfecting fire-fighting security service and improving the urban comprehensive disaster prevention ability.Fire control facilities layout is the key of the fire-fighting planning.Whether the fire control facilities layout is scientific has an direct influence on the fire–fighting security coverage and the fire-fighting facilities practicability.City's rapid development under the new situation put forwards new requirements for the fire control facilities system,regular fire control facilities has been difficult to meet the increasingly complex fire safety environment.How to build a new fire control facilities system which is adapt to the development of urban space is new problem which restrict the fire-fightings.The research aims to study the method of fire control facilities layout planning which is based on TransCAD simulation,in order to explore the three-dimensional system of fire control facilities which meets the needs of urban space development under the new situation.According to the actual situation in TianJin,the paper analyse the layout method based on simulation and the application of three-dimensional fire control facilities system,which may provide an reference for the same type planning.Firstly,through the analysis of the characteristics of the fire control facilities layout planning methods,the research has a comparative study on various layout methods.It focused on fire control facilities layout planning method based on TransCAD simulation,analyzed the influence of the road network information on fire control facilities layout,studied the application of travel OD matrix and the traffic delay VDF function,and analyzed the arrival-ability of fire control facilities based on the simulation.Secondly,the research has studied the Composition of the “sea & land & sky” three-dimensional fire control facilities system.Meanwhile,it has a detailed analysis on function characteristics and construction requirements of aviation fire stations,water station,fire station in the sea,mountain fire station and the micro fire station,and analyzed combining case the applicability of the above kinds of fire station in different type of cities.Lastly,based on TransCAD system simulation,the research has taken the fire planning of TianJin for example,based on the analysis of TianJin fire situation and characteristics,current situation and problems of fire control facilities,has studied the application of layout planning method in every stages of the fire control facilities planning in TianJin.According to the urban space development characteristics of TianJin,the rearch built a “sea & land & sky” coordinated development of three-dimensional fire control facilities.system by laying out aviation fire stations,water station,fire station in the sea,mountain fire station and the micro fire station.
