With the deepening of the global economic integration process,the Belt and Road initiative was put forward.The water transportation industry has played an important role in the growth of China's national economy and shaken the lifeblood of the national economy.As China struggles from a world economic giant to an economic powerhouse,the importance of the water transport talents is becoming more and more prominent.However,the special group of water transport talents has the characteristics of high professional knowledge and high skill requirements and long training cycle.It also needs to have the insight of sharp eyes and keen ears and the ability to map out a strategy and make a prompt decision.This leads to the shortage of the top water transportation talents and can not adapt to China's rapid economic development.Therefore,it is very necessary to establish an effective of water transportation Department Personnel Training mechanism.In view of the above problems,this paper mainly uses the literature research method,case study method and comparative analysis method to analyze the current situation of Water Transportation Department Personnel Training of Yingkou Transportation Bureau and find out the problems of insufficient follow-up education,lack of mentality development,lack of incentives,and unscientific performance assessment methods for water transport personnel.This paper also analyzes the causes of the problems from four aspects: the unreasonable training system,the inadequate implementation of the Employee Assistance Program,the inadequate competition mechanisms,and imperfect performance evaluation system,and puts forward specific plans to deal with the problems.According to the solution,it is proposed that the implementation of the solution should be promoted from three aspects: improving the talent evaluation management system,strengthening the government's training of talents for water transportation,and improving the talent incentive system for public institutions.Furthermore,it further improves the overall efficiency of human resources management in the water transportation Department of Yingkou Transportation Bureau,and provides reference for the improvement of personnel capacity in the water transportation department.
