Research On Underground Space Control And Guidance System In Urban Central Area

At present,China's urbanization is changing from rapid development to high quality development stage.And the development of the urban central areas is gradually becoming mature and is characterized by high density,diversification,and stereoscopic development.At the same time,the area also faces the challenges of serious urban problems and insufficient development potentialities.In this context,the development and utilization of underground space has become an effective approach to expanding urban space resources,alleviating urban problems,and developing intensively in the urban central area.However,with the extensive practice and development of underground space,its lack of planning and management has also gradually emerged.Therefore,the author takes urban central area which is the key development area of underground space as a typical study case.In this paper,the compilation of Regulatory Plan as well as the specific planning control and guidance system on underground space are the main research contents.Based on the study,it aims to control and guide the exploitation and utilization of underground space effectively by Regulatory Plan for the urban central area.This paper studies and constructs the control and guidance system of Regulatory Plan for underground space in urban central area,which is a preliminary exploration.The paper mainly includes four parts:basic research,strategy research on Regulatory Plan for underground space,the system of planning and control guidance in Regulatory Plan,and empirical study.Firstly,based on the research summary on underground space in China and abroad,the researches and practices of the underground space are hackled from the perspectives of exploitation and planning control.Besides,the relevant theories and practical experiences are also summarized.Then,after depth analysis of the background,problems and challenges of underground space,the important status and main contents of Regulatory Plan for underground space are clarified.In the study of the planning control strategies,the author proposes four basic Principles.Furthermore,the four aspects of functionality,public welfare,safety and humanity should be taken as the starting point too.After that,with the goal of effective convergence and scientific management,the author put forward suggestions on the specific methods from compiling thinking to planning operation,and constructs a general framework for the system of Regulatory Plan for underground space.For the particularity of underground space,the author identifies the key points of underground space planning in the four dimensions of "function,quantity,location,and quality",and emphasizes the key issues in the control of underground space.Based on this,the study further clarifies the control index system of underground space from four dimensions.The construction of the whole Regulatory Plan's system is a gradual process from macro-view,medium-view and micro-view.Finally,the author takes the Regulatory Plan for the unit of Qinhuai old city in Nanjing as an empirical study,and summarizes the main conclusions and proposes research prospects.
