| In 2017,the real estate policy insisted on the keynote that "housing is for living in,not for speculation." The central government insisted on putting in place a housing system that ensures supply through multiple sources,provides housing support through multiple channels,and encourages both housing purchase and renting.In the first three quarters of 2018,the hot cities have continued to strengthen tightening policies,and the overall market is showing a downward trend.In terms of policies,the central government emphasized the fine-tuning of monetary policy and strengthened financial risk prevention.The Ministry of Housing and Construction requires all localities to standardize market order and focus on cracking down on illegal and irregular activities.In terms of the market,the first-and second-tier cities fell on a quarter-on-quarter basis.And Each city has a different degree of increase compared to last year.According to CREIS,the total inventory of major cities increased by 4.6%from the previous month until end of October 2018.The sales volume of hot urban housing has dropped,and the effect of regulation is obvious,the high growth in 2008 will not happen again ever.The real estate industry has changed into the internal management improving and operation enhancing from the brutal growth so as to get the efficiency of the endogenous stage of development.Among them,the refinement of cost management is an important part of endogenous development.Based on the author’s experience in the real estate industry and the theoretical study in the field of project management for two years,this paper systematically studies the target cost management of the real estate development project.The paper takes a large number of literatures home and abroad as the research basis and lays the theoretical foundation of the article through the in-depth study of the target cost management theory.Based on the theory study and taking the YD Real Estate Group as the research object,the YD Group’s target cost management status and existing problems is studied in-depth.In view of these problems,this paper makes a comprehensive optimization of the target cost management of the YD Group,including the establishment of the basic principles of target cost management such as market orientation,accurate rigor,pre-control,dynamic management and supply chain management,including the organization to optimize the target cost management structure,clear functional division of labor,and the establishment of the system file system,including a clear target cost of the calculation of the composition of the file system and the design standards of the document,including the work focus of different stages,and so on.Finally,this paper takes the LS real estate development project of YD Group as an example and further validates the effectiveness of the proposed target cost management method by analyzing the job description and cost management of LS real estate development project in target cost management. |
