Real estate is one of our economic pillar industry, in last few years, the government has come on land policies and finance policies for the sake of industry stabilization. The real estate market is becoming standard continuously, and its competition is becoming fierce continuously. Also, it is becoming more and more specialized and divided. Obviously, the real estate market is walking into a time of intensive meager profit management. When the winter comes, for the real estate companies, to place emphasis on cost control is of great significance in the current harsh market environment with it is directly related to the survival of enterprises and even more important than the size of expansion. In order to survive the current harsh market environment and to maximize the economic efficiency, Real estate development enterprises must attach great importance to cost management and effectively manage and control the company’s real estate projects.Because long-estate project development cycle, its cost control is a very complex project, only to do the whole process during its development, full, full, advance planning and control and, after the overall balance, dynamic tracking project throughout the process, to create a comprehensive plan to improve project quality, schedule and cost control, security system, before effectively reduce costs, improve project profits.According to the project cost management and the cost of real estate development and management theory, through case studies and system analysis and comparative study, combined with the status of the real estate company ten mile orange red fragrant silk project cost management, the method of earned value miles sweet phase ii project before11weeks for data analysis, this article analysis the Problems in the ten mile orange red fragrant silk project at the design stage, the biddings stage, the construction stage and the completion of the clearing stage and put forward to ideas and measures of cost control for the problems.(1)The design phase problems:the high cost of design development, not economic; design cost rate of return is not high; design selected materials is wasted seriously; attention to the image of engineering, design and wasted; design unit service work is not in place. The reason the design phases to produce the above problem: developers’excessive care architectural effect; design unit cost consciousness is not strong; design unit’s conservative thinking; design alternative subjectivity; design philosophy deviation units. (2)Bidding phase problems:No Picture tender; low bid; unbalanced quote; fixed-price contract. The reason of the bidding stage to produce the above problem is:the company in order to rush to grab progress; companies tender management system requires a one-sided; construction units want to earn money early and more; Estate Company wants to transfer risk.(3) The construction phase of the problems:No engineering optimization; not timely visa processing engineering; rush leads to lower quality; appear delays. The reason of the construction phase to generate above-mentioned problems:insufficient awareness of engineering design optimization; not timely visa processing engineering; company only pursuit of progress; does not deal with technical issues in timely manner.(4)Sales phase problems:project sales plan unreasonable; mortgage origination speed quickly enough. The reason these problems generated sales stage:there is no systematic program advertising planning; mortgage loan process does not get enough attention.Putting forward some ideas and countermeasures for specific cost control of the problems to find some cost-effective way of controlling the real estate project to find a solution:(1) The design phase to campaign design scheme by using value engineering method, carried out limits designed to control project costs, create incentives to promote the active participation of the designer cost control, optimizing the design phase of the program, the dynamic calculation feedback to enhance the design review efforts.(2)The contract bidding stage to do the planning, establishment of full project contract management system, a reasonable division of construction tenders, to regulate the bid evaluation, a careful analysis of quotes, quotations and low bid to prevent imbalances, implementation of strategic procurement system.(3)The construction phase to strict construction contract signed, equipment and materials to determine a reasonable price, strict control of the amount of equipment and materials to enhance the scene visa management, attention to project quality, progress assessment, and strengthen the overall project management, to avoid contractor claims the incident, emphasis on construction safety assessment, strengthen risk management projects.(4)The sales stage to do marketing planning programs to strengthen the quantitative assessment of the marketing team, advertising planning system to develop the project.This article stressed not only the theoretical basis, but also the actual operation. It combined with the practical problems of this thesis project site occurred analysis and study which according to ask questions, analyze and solve problems the thinking. The theory is applied research for practice. Solutions to their problems and countermeasures operational, not only has important theoretical and practical value of the JDL real estate company improve cost management, but also improve market competitiveness through research, I hope to be able to provide strong cost control other similar real estate projects help and reference.
