| Currently,the total number of administrative villages in China reaches about 2.6 million.By 2016,the villages that have compiled rural planning account for 61.5% while the villages that haven’t compiled such planning accounts for 38.5%.Although the planning compilation covers a wide range of areas,less than 10% of the planning quality is good and really effective,The difficult implementation of rural planning and design is a common problem facing China’s rural planning at this stage.In 2016,a new round of beautiful rural construction plans was launched in Yangling District Xianyang City of Shaanxi Province and the planning time from design to construction was reduced to one year in total for special reasons,Meanwhile,it is also required that higher degree of completion and implementation should be ensured in the planning process.As for a construction project completed in a shorter period of time,various problems in the implementation and planning are also clearly exposed,the purpose of the article is to deeply analyze the problems and causes in the process of planning implementation by evaluating the results of the recent implementation.As one of the 13 key villages in this “Planning of Beautiful Villages”,the Bigong Village is selected as the object of this study because it has the largest number of completed projects and the highest degree of completion.The paper starts with a systematic introduction of the construction status,planning,and implementation of Bigong Village from the three aspects of industry,culture,and human habitat,and makes a preliminary evaluation on the implementation of the plan.Afterwards,the method of comprehensive assessment is employed to evaluate the implementation of the village planning from the aspects of the overall completion degree of implementation,executive evaluation,and satisfaction evaluation etc.The rating of each implementation project is comprehensively assessed,and the projects of the “medium” level and below are further analyzed.At the same time,the direct problem that cause the implementation results and the indirect problems existing in the implementation process are sorted out,resulting in the three elements that would affect the implementation issues—“capital”,“land” and “stakeholders”.Taking into account the three major causes that would affect the plan implementation--capital,land,and stakeholders,the paper proposes suggestions on how to strengthen the implementation of the plan,including reducing readjustment to land,strengthening the integrating degree between village planning and land use,and strengthening the economic adaptability of village planning—time for implementation should be classified according to various abilities of different villages.In addition,measures should be adjusted to local conditions for village planning,and the planning content should also be practical and implementable,which are able to represent the interests of most villagers,considering from the angle--the subject for village planning.Moreover,it is highly demanded that planners should follow the law of the status quo of village development and change the inherent planning method etc.In addition,this paper puts forward suggestions for the implementation process which were rarely studied previous for village planning.Moreover,time order guidelines and relevant organization and management of construction should be strengthened.The author proposes that duties and responsibilities of deeper levels should be taken into account by the planning in the face of actual needs,such as depth for the construction drawing and the guidelines of time order in the construction,so that the planning will be more implementable.Finally,on the basis of this,it is proposed that the sustainable guarantee of village planning implementation should be put forward from the three aspects of economic security implementation,management system perfection,and villagers’ awareness strengthening.It is highly expected that this paper can provide reference for the implementation of village planning in similar situations in the future. |
