| At present,under the background of rural revitalization,villages are competing for resources,space and opportunities for development in a diversified way.therefore,factors such as regional local characteristics,excellent traditional culture,excellent living environment and other factors have increasingly become powerful weapons to enhance rural competitiveness.As a method to realize these soft factors,traditional village protection planning has been highly valued by the government and academia.However,although the exploration of planning related to traditional village protection has been actively carried out all over the country in recent years,there are still some problems and deficiencies in planning,on the one hand,the quality of planning is poor,practicality,science and maneuverability need to be strengthened;on the other hand,planning implementation is out of line with planning,lack of late supervision of planning implementation,and the role of planning is weakened.In view of the dilemma faced by traditional village conservation planning,this paper will reveal how conservation planning plays a better role in the actual implementation process,through the evaluation of the implementation effect of Chinese traditional village conservation planning.By drawing on the relevant foreign planning theories and the practical experience of the implementation evaluation of the domestic traditional village protection planning,this paper takes the public interest as the value orientation and combines the characteristics of technical rationality and communication rationality to construct an evaluation system suitable for the implementation of traditional village protection planning.As a case site,it evaluates from the two aspects of planning implementation benefits and public satisfaction,and then reflects on the common problems existing in the preparation and implementation of traditional village protection planning through the evaluation results of the case site,and proposes suggestions for reference.The main research conclusions are as follows:(1)On the basis of sorting out the logical relationship among the traditional village protection planning implementation effect evaluation objectives,evaluation perspectives,evaluation objects,evaluation content,and evaluation methods,refer to existing documents,norms,articles of association and policy documents,etc.,taking public interest as the basis Value-oriented,a universal evaluation system for the implementation effect of traditional village protection planning has been constructed.The evaluation system includes two contents: implementation benefit evaluation and public satisfaction evaluation.The implementation benefit evaluation includes 4 major criteria,10 sub-criteria and 23 indicators,aiming to compare the changes in the village before and after the implementation of the protection plan through technical rational analysis;The content of the public satisfaction evaluation is the same as the implementation benefits,aiming to learn about the villagers’ satisfaction with the implementation of the protection plan through residents’ perception.(2)The implementation benefit of Zhang Guying Village’s protection plan(81.9 points)scored above 80 points,indicating that the various protection plans of Zhang Guying Village have played a certain effect and promoted the effective protection of the village.cultural benefits(85.7points)and environmental benefits(86.3 points)scored above 85 points,indicating that the traditional culture and the environmental protection of Zhang Guying Village have achieved remarkable results since the implementation of the protection plan.The scores of social benefit(76.39points)and economic benefit(69 points)are lower than 80 points,indicating that social and economic development is relatively insufficient.the scores of public protection awareness and community vitality are both lower than 75 points,which has a greater negative impact on the social benefits of Zhang Guying Village;the index score of industrial development is lower than 60 points,which seriously affects economic benefits of the protection planning of Zhang Guying Village.(3)Through SPSS correlation analysis,it is concluded that the residents of Zhang Guying Village’s evaluation of the importance of the evaluation elements is basically similar to the expert’s evaluation,and then the IPA analysis and the implementation of the benefit evaluation results are compared with the public satisfaction.It can be seen that The traditional buildings,traditional patterns,and the overall perception of folk culture under the benefit guidelines are very recognized of the residents of Zhang Guying Village’s cultural;in terms of the social benefit guidelines,the residents of Zhang Guying Village believe that community vitality and social popularity are important,but that public protection awareness is relatively unimportant.And hope that the vitality of the community can be effectively improved,and the social reputation can continue to be maintained,without prioritizing public awareness of protection;in terms of economic efficiency criteria,the residents of Zhang Guying Village believe that economic income and industrial development are both important,and hope that they can be improved in the future;In terms of environmental benefits criteria,residents of Zhang Guying Village believe that the built environment is more important than the ecological environment and hope to improve it.(4)Judging from the evaluation results of the planning implementation benefit of Zhang Guying Village in the case study,there are still insufficient areas in terms of the fairness,timeliness and legal mechanism of planning implementation;from the public satisfaction evaluation results,the planning implementation In the process,public participation and government management decision-making still need to be strengthened.Only by strengthening public participation in planning,improving the efficiency of "multiple regulation and integration",strengthening the government’s leading role,establishing a supervision and evaluation mechanism,and strengthening the connection between planning and public policies,can we ensure the optimal implementation of planning and better promote the protection and development of traditional villages. |
