In the context of the rural revitalization strategy,it has become a requirement of the times to emphasize the participation of villagers in the implementation of village planning.However,in the current government-led implementation of village planning,villagers’ participation is often a mere formality and cannot play a substantive role.This makes the implementation of village planning divorced from the actual situation of the village,ignoring the real wishes of the villagers,and it is difficult to present it.Good results.It can be seen that the participation of villagers has a vital impact on the implementation of village planning.Furthermore,in the implementation of village planning by villagers of Jiangchang Village in Yangling District,it was further discovered that with the deep participation of villagers,due to the limitation of their own ability and quality level,it is difficult to form an accurate understanding of village planning,and it is often difficult for planners to implement government policies.The ideas advocated and the effects of space construction have a certain impact;if the implementation of village planning is given the full responsibility of the government,planners,construction companies and other external personnel,although the quality of the village’s living environment can be quickly improved,it will lead to insufficient participation of villagers and villagers.Problems such as difficulty in satisfying demands.Generally speaking,the degree of villagers’ participation is different,and the effects of village planning and implementation are also different.Based on the actual situation of the implementation of the village planning in Jiangyuan Village,this article will start from the perspective of "village participation" to explore in depth what kind of impact it has on the implementation of the village planning.Based on the theory of participatory governance and participatory planning,the research first establishes an analysis framework for the impact of villager participation on the implementation effect of village planning,and under the guidance of case empirical research methods and ideas,further constructs three dimensions of villager participation—participation breadth,Depth,validity,and the measurement indicators and relationship assumptions of the village planning implementation effect;secondly,taking three typical projects in the village planning project library of Jiangyuan Village in 2018 as examples,objectively describing the villagers’ participation in the whole implementation process and The implementation effect presented thereupon,on this basis,the villagers’ participation and the project implementation effect are measured,and then the change characteristics of the two are analyzed;then,the breadth,depth,and validity are clarified through the horizontal comparative analysis among multiple cases On the impact of the implementation effect,test the research hypothesis,and combine the theoretical analysis of the impact results to build the internal mechanism of the impact of villager participation on the implementation effect of village planning;finally,from the perspective of increasing villager participation to improve the implementation effect of village planning,it is the current point of view The village planning and implementation work put forward relevant suggestions.Research shows that in the impact of villagers’ participation on village planning implementation effects,the breadth of villagers’ participation is the prerequisite and basis for presenting villagers’ participation.It mainly includes two states: "formal extensive participation" and "substantial extensive participation".Only when the villagers are in a state of “substantial participation” can they have an impact on the implementation of the village planning;the depth of villagers’ participation reflects the size of the substantial role played by the villagers in the process of participation,and has a significant impact on the implementation of the village planning;villagers’ participation Validity reflects the results of villagers’ participation.The validity of villagers’ active participation has a positive impact on the implementation of village planning.The validity of villagers’ passive participation will have a positive effect on village planning implementation due to whether the villagers’ participation intentions are reasonable or not.And negative effects.Therefore,in the current implementation of village planning,it is necessary to avoid the “false appearance” caused by promoting the extensive participation of villagers,pay attention to the effectiveness of villagers’ participation,and increase the depth of villagers’ participation in order to enhance the effect of village planning.
