Yangling Village:Performance Evaluation And Promotion Strategy Of Rural Planning In Xihaigu District Of Ningxia

In recent years,the state has put forward a series of rural construction policies,such as beautiful rural construction and Rural Revitalization strategy,from the macro level,which has set off a new wave of rural construction.At present,in the study of the subject of rural planning,there are few studies on the evaluation of the implementation effect of rural planning and the implementation strategy.More importantly,in the current practice of rural planning,there are many problems,such as the change of planning plan year by year,the lack of implementation of planning content and so on.These problems are closely related to the implementation of planning.So this paper takes the beautiful rural construction of Yangling Village in Jingyuan County of Ningxia as the research sample,evaluates the implementation effect of the planning in the period of 2017-2020,and puts forward the optimization strategy for the next stage of the planning implementation according to the evaluation results.This paper takes Yangling Village’s "Beautiful Village" planning in Jingyuan County,Guyuan City,Ningxia as an example to construct Yangling Village’s planning performance evaluation system.The system is divided into three parts: industry development index,human settlements environment construction evaluation index and residents’ satisfaction index.The three major indicators are the first-level indicators,which are related to industrial development,rural infrastructure construction and improvement of village appearance.The evaluation of industrial development is medium,the evaluation of human settlements construction index is good,and the satisfaction of residents is poor.From the perspective of planning uncertainty and planningcompilation,the causes of these problems are analyzed,and the research contents of planning performance evaluation in 2017-2020 are completed.Based on the above research results,the author puts forward the upgrading strategies from the following aspects: optimization strategy of human settlements environment,optimization strategy of industrial development,optimization strategy of public service and infrastructure construction,feedback mechanism of villagers’ opinions.Establish the Yangling Village planning performance evaluation system and put forward optimization strategies to guide the implementation and construction of Yangling Village planning in the future,and provide reference for the planning of other villages in Jingyuan County.
