Evaluation On Implementation Effect Of Rural Green Water Infrastructure

In the process of mechanized and large-scale renovation of human settlement environment,the hardening rate of rural ground has been greatly improved,and the ecological environment has been destroyed,which has reduced the livability of rural areas and led to frequent floods to a certain extent.The construction mode of urban green water infrastructure provides an important reference for rural areas;With the proposal of Rural Revitalization Strategy,the construction of water infrastructure in relatively backward rural areas has new guiding requirements.Its core idea is to give full play to its ecological benefits,and give consideration to both economic and social benefits.Therefore,it is necessary to explore a scientific method for the construction of rural water infrastructure.Based on this,the planning and design team put forward the planning and design method of "rural green water infrastructure" in Yangling District,combining traditional water ecological treatment with modern treatment technology,combining the advantages of rural natural base for rainwater and sewage treatment,low economic input and relevant policy requirements,Water resource saving and secondary utilization are realized;At the same time,through the septic tank,constructed wetland,waterlogging tank plant microbial degradation and other traditional water ecological treatment methods to achieve the preliminary treatment of rainwater and sewage,and combined with modern treatment facilities to ensure the final effluent quality.In addition,the construction mode of rural green water infrastructure can effectively reduce the construction investment and later operation and maintenance costs,and its construction results have a profound social impact.As an extension of the theory of green water infrastructure in rural areas and the first practical exploration,what is the implementation effect of this construction activity? This is the core of this paper.Based on the research background,firstly,this study summarizes the theory and practice of water infrastructure planning and construction at home and abroad,the theory and practice of urban and rural planning implementation evaluation,and the relevant policies and regulations issued by government departments on the improvement of human settlements environment,aiming to provide support and basis for the development of this study.Secondly,build the evaluation system of the implementation effect of rural green water infrastructure;This study believes that the implementation effect of the construction activity is the construction result and impact.The construction result is reflected by the implementation degree,including the completion degree and compliance degree of the established scheme.The construction impact is reflected by the implementation benefit,involving three aspects of society,economy and ecology.It is necessary to find appropriate methods to quantify it,The comprehensive benefit and compound benefit are calculated;Based on the above analysis,this study constructs the evaluation system of the implementation effect of rural green water infrastructure,including the implementation degree and the implementation benefit.Finally,with the help of the evaluation system,taking Xinji village in Yangling District as the empirical research object,the research data are obtained through village field survey,expert scoring,questionnaire survey,quantitative calculation,research carding and other methods,so as to carry out the evaluation of the implementation effect of green water infrastructure in Xinji village.Based on the analysis of the evaluation results of the implementation effect of green water infrastructure in Xinji village,this study draws the following conclusions:(1)the construction and implementation of green water infrastructure in Xinji village creates a water cycle system of "drainage,purification,storage and utilization" through low cost and low operation and maintenance,which effectively realizes water resource saving and secondary utilization;At the same time,the combination of traditional water ecological treatment wisdom and modern treatment technology can achieve the purpose of ecological treatment of rainwater and sewage,which has more significant green and ecological characteristics than the modern rainwater and sewage treatment methods commonly used in rural construction(2)The evaluation result of implementation degree indicates the importance of villagers’ participation;Villagers are the main users of rural green water infrastructure construction,and their effective participation in the planning and construction stage is an important way to improve the implementation of rural green water infrastructure;But at the same time,we should pay attention to the fact that some villagers have relatively low education level and aesthetic consciousness,which needs the planning and design party and relevant departments to carry out appropriate education and guidance(3)The evaluation results of the implementation benefits are consistent with the idea of "ecological benefits as the leading factor,taking into account economic and social benefits" of the rural green water infrastructure,basically reaching the planning expectation of the implementation benefits of the rural green water infrastructure,but there is still room for improvement in the construction of the implementation benefits.
