Research On Evaluation And Optimization Strategy Of Implementation Of Beautiful Rural Planning Of Wang Jiazui In Lintao

In the recent years,the state has put forward a series of rural construction policies from the macro level,such as new rural construction and beautiful rural construction,and has set off a new wave of rural construction.At present,the research results of rural planning are mainly concentrated in the rural planning,while the results of the implementation of planning are less,especially for the evaluation of the implementation effect of the planning and the strategy of the implementation is relatively poor.More importantly,in the present rural planning practice the planning scheme is difficult to implement,the planning and planning implementation are out of touch with each other.These problems have a lot to do with planning implementation.Therefore,this paper takes the beautiful rural construction of Wang jiazui in Lintao County as the research sample,evaluates the effect of the first stage planning implementation,and puts forward the optimization strategy for the next stage of planning and implementation according to the evaluation results.Firstly,aimed at the implementation of the first stage of the beautiful rural construction in Wang jiazui,the paper constructs the adapted implementation effect evaluation system of the first stage of planning,which contains two parts including the implementation effect evaluation of the first stage objectives and the villagers satisfaction evaluation of the implementation.The evaluation system involves eight first level indicators including guidance index of industrial development,guidance Index of environmental construction,guidance index of beautiful rural construction satisfaction of completion environmental,satisfaction of industrial development satisfaction of planning participation credibility of villagers and non-coordination of villagers.The results of implementation effect evaluation of the first stage objectives is good;and the villagers satisfaction evaluation of the implementation is medium.Then,according to the results of the evaluation,the author points out the problems in the planning process from the industrial level,the environmental level and the planning participation level.Based on the view of planning philosophy,the view of planning and the mechanism of planning and implementation,the author analyzes the reason,completed the research content of the implementation effect evaluation of the first stage of planning.Based on the research results of the implementation effect evaluation of the first stage of planning,the author puts forward the concrete strategy to guide the next stage of implementation from the perspective of the optimization of the planning content and the optimization of the planning and implementation mechanism.The concrete strategy contains the optimization strategy of rural industry development,the optimization strategy of space control,the optimization strategy of public space,the optimization strategy of public service facilities,the optimization strategy of infrastructure configuration,the optimization of planning and revision and the optimization strategy of planning and management.Establishing the planning and implementation of Wang jiazui village planning optimization strategy system,complete the implementation of Wang jiazui beautiful rural planning implementation strategy to guide the next stage of the implementation of Wang jiazui rural planning.
