Research On Asset-based Community Regeneration Planning

In the process of rapid urbanization in China in the past 40 years,the urban development with "land finance" as the main feature has caused the social,cultural,and other community asset values of community-level to be seriously ignored and lost.The community inevitably has a material,functional,and structural decline.At present,China has entered a new stage of urbanization.The model of urban development has shifted from the epitaxial growth to the connotation development.The community renewal,which aims at sustainable comprehensive development and emphasizing the social justice and the livelihood oriented,has become an important part of urban transformation and development.And it has gradually become the focus of the urban and rural planning industry and the planning discipline.At present,from the situation of a large number of urban stock communities,although the rich types of community assets have accumulated over a long period,their connotations and values have not been fully recognized and valued.And in the same time,the rapid urban construction has directly resulted in some issues in community renewal,such as the dislocation of values,the lack of public participation and the lack of endogenous motivation.This article uses the concept of "asset based" community development to points out that the key to the success of community development is that pay more attention to the utilization and cultivation of the material,social and human assets of the community,and strengthen the multiparty participation in the development of community endogenous motivation.The research focuses on two problems: the first one is how to effectively evaluate and utilize community assets;the second is how to balance the relationship between community assets and demand at the community level,and promote the upgrading of community space renewal and social governance.Through literature research and theoretical analysis,the paper initially established an evaluation index system for community assets,and used a combination of AHP(analytic hierarchy process)and fuzzy evaluation methods to identify and evaluate the value of community assets,to identify the role of community assets in community rejuvenation planning,combine community needs surveys and analysis,and explore the construction of asset-oriented community rejuvenation planning methods.The study takes the Caohuajie community as an example to explore the content of community renewal planning aimed at the community space renewal and the improvement of community governance ability under the direction of assets,and then construct the organization,mobilize,implement and evaluate the whole process of the community renewal work mechanism.The research results can provide reference for the renewal theory and method of urban old communities.The first chapter is the introduction,including the research background,research purpose,research significance,related concepts,research methods,research contents and framework of this article.It points out the neglect and destruction of community assets in community renewal,and the major issues in current community renewal planning.The second chapter is related theoretical basis and planning practice research,which including community renewal and community assets related theory and practice analysis,research review and discrimination.Through summarizing the research on community renewal and community assets at home and abroad,the current trends of asset-oriented community renewal,contents and approaches are clarified.The third chapter,the construction of community renewal methods,including the construction of community assets evaluation index system and evaluation methods,community needs analysis,clear goals,the establishment of action plan,and the formulation of update strategy.The fourth chapter and the fifth chapter,the empirical study of the Caohuajie community.Through asset survey and community asset assessment method,we evaluated the assets of the Caohuajie community and learned the needs of the community through interviews and interviews.Then,according to the conclusion of asset appraisal and community needs analysis,we get the goal of community renewal,and put forward the updating method and updating strategy based on the reality of Caohuajie community.The sixth chapter is the conclusion and discussion,including the innovation and limitation,summary and prospect.The main research results,innovations and limitations of the paper are summarized,and further research and practical prospects are put forward.
