Urban And Community Regeneration Planning Of Jijiang Peninsula In Jiangjin District Of Chongqing From The Perspective Of Spatial Governance

The Fifth Plenary Session of the 19 th Central Committee of the Communist Party of China adopted the "proposal of the CPC Central Committee on formulating the fourteenth five year plan for national economic and social development and the long-term goal of2035",which clearly put forward the implementation of urban renewal action,and urban renewal has become an important strategy in the new development stage of our country.The modernization of governance capacity and governance system makes spatial governance the key to urban renewal and transformation.As China’s urban development changes from incremental expansion to simultaneous development of increasing and saving,urban renewal,on the one hand,needs to link up the grand narrative of the city,on the other hand,also needs to return to the daily life of residents.On the one hand,community,as the basic living unit and governance unit,is an important carrier for urban renewal to return to the humanistic scale;On the other hand,it is also the basic core of urban spatial fine governance.Community scale can absorb the needs of urban renewal and spatial governance.How to take into account the urban and community scale renewal governance by means of planning has become a difficult problem for planners.This paper puts forward urban and community renewal planning,emphasizing the organic unity of urban and community in the spatial governance system.As the spatial governance is greatly affected by local power,this paper focuses on the practice of local planning.In this paper,urban and rural planning,sociology,public management and other interdisciplinary integration method,taking Jijiang Peninsula in Jiangjin District of Chongqing as the object,practice the concept of urban and community renewal planning.Through the exploration of local urban and community renewal planning,this paper summarizes the experience and methods,which has reference significance for other renewal planning.This paper can be divided into three parts:The first part is theoretical research.Based on the concept analysis method,from the perspective of concept connotation,historical evolution and comparison between China and foreign countries,this paper analyzes the related concepts of spatial governance,urban renewal and community planning,and puts forward the concept connotation and renewal focus of urban and community renewal planning.The second part is the empirical research,which is based on the research idea of finding problems,analyzing problems and solving problems.Taking Jijiang Peninsula in Jiangjin district as the research object,this paper finds its current characteristics and problems based on the "asset-based" survey and evaluation method,analyzes its core problems based on the trinity of "human space service" spatial governance pattern,and finally solves the problems based on the methods of "structure catalyst","zoning governance" and "list system".The third part is reflection and summary.Based on the follow-up survey of the implementation of the plan,this paper puts forward some reflections on the renewal plan of Jijiang Peninsula and Its Enlightenment to other renewal plans;(2)Renewal planning should change from "sports renewal intervention" to "sustainable governance process";(3)Renewal planning should point to the definition of renewal governance rights and responsibilities.Finally,through the summary of the experience of renewal planning in Jijiang Peninsula,this paper attempts to construct the principle objective system,renewal path and content method of urban and community renewal with certain reference value.The main conclusions are as follows:(1)The key to the transformation of spatial governance of renewal planning is to give consideration to both city and community;(2)Renewal planning needs to integrate methods based on local characteristics;(3)Urban and community renewal planning should change from separate spatial intervention strategy to integrated spatial governance process.This paper is based on the perspective of spatial governance,on the basis of theoretical exploration and local case practice,to explore the renewal of planning ideas and methods.Just as there is no standard approach to good governance,there is no single standard answer to renewal planning.Therefore,the future urban and community renewal planning will also depend on more local practice and research.
