Research On Chongqing Urban Community Development And Planning Intervention (2010-2017)

Under the background of new urbanization,the city has shifted from an extension to an intrinsic one,and urban construction has become more scientific and refined.At the same time,An ideal of building inclusive,fair and sustainable community has been proposed.As the basic unit of urban society,community development has played an important role in improving urban governance transformation and sustainable urban development.For a long time,China's community construction has valued administrative management a lot and ingnored effective planning intervention.On the other hand,the discipline of planning has focused on macro-scale material space production,lacking in-depth attention to community scale and community issues.Chongqing,which is located in the southwestern part of the country,is currently at the stage of coexistence of incremental construction and inventory development,there are great demands and contradictions during the community development.Around 2010,planning began to get involved in the urban community development in Chongqing.With the strong support of government departments,planners has carried out a series of practices of local community development and planning based on the “Asset-based” theory.This article uses the methods of literature analysis,social investigation,theoretical deduction,and empirical research.Based on the analysis of the basic theories of community development and the progress of practice in different area,use the changes in the content and content of community assets in Chongqing community planning as a clue to analyze the process of planning and intervention in the development of urban communities in Chongqing from the aspects of planning content features,intervention mechanisms,and the roles of planners,etc.At the same time,the paper also discusses the planning value of community development;the planning connotation,the transformation of the role of planning participants,and the reform of planning education.Based on the overall characteristics of planning intervention in community development,the process is roughly divided into four phases.In the first phase,before the intervention(1998-2010),the community development in this period was based on the theme of community construction and community service;urban planning only served for rapid urbanization.The second stage(2010-2013): The community development in this period emphasizes the construction of community residents' committees,at the same time,the decline of the space environment and the social conflicts have appeared gradually.The planning is guided by the community space environment remediation and community cultural assets usage,to promote community environment through cultural rejuvenation strategies.The third phase(2013-2015): Community development is facing the urgent needs of social governance innovation and improvement of community quality and improvement of community services.The plan is based on the “asset-based” concept of community development,utilize the human assets and social assets of the community,starts from two aspects of space optimization and community governance,formulates a community action plan,promotes public participation,and develops Chongqing's first complete community development plan,which marks the transformation of community space planning to comprehensive social planning.The fourth phase(2015-2017): The demands and conflicts of community development in this period are increasingly complex and diverse.The “asset-based” theory is widely used in the planning and renewal of many types of communities,and it is used to dig out and nurture community diversity assets.In order to achieve the diversified development goals of the community and further stimulate the internal force of the community,the relationship between community development and planning has been further strengthened.By reviewing,we can see that the development of urban communities in Chongqing is still at an exploratory stage due to the limitations of the economic and social development stage and planning theory.Looking back at the development process of the last eight years,the “Asset-based” model of community development has evolved from international experience to local actions in Chongqing.The theory has gradually become clear and the content of assets has been gradually diversified.At the same time,based on the connotation of community asset planning,the concept of community assets has been continuously extended: from the material spatial planning to the comprehensive social planning,the transition from the grand urban space to the community's daily space,and the elite planning to the public participation in collaborative planning.Gradual changes in the role of the participants in the planning process: The transition of government departments from traditional community management to community governance,the shifting of planners from space designers to community planners,and community residents are also in the process of transition from participating entities to participating entities.In addition,the planning education is also in a profound transformation.In the future,we must closely integrate social development needs and gradually join sociology,management,and other related content,educate community planners in a combination of institutions and society.
