| Over the past 30 years’ rapid urbanization,urban construction tend to pursue the increase of quantity and incremental construction under the influence of the tendency to taking economy development as the priority. The renewal of the built environment often ignore the value within the existing resources, taking simple and rough measures which as a result making people moving out, having buildings demolished, and destroying the long-last original social networks, as well as the local culture and urban characteristics which are hard to rebuild in a short period of time. This results the loss of assets reserved in the original human capital, social capital, cultural capital, which can enhance the capacity of communities or promote the development of local characteristics. The new national urbanization strategy claims that the future construction should strictly control of the development of new districts, which suggests the change of development ways. The recognition converts from " the urbanization of land " to "the urbanization of people" signifies that the emphasis of the quality of urbanization and the start to pursuit the connotative people-oriented development, and urban construction start to value redevelopment of the built environment.Urban community is the composition cells of the city as a certain region with relatively complete social connection, and its redevelopment is closely related to urban development. Traditional communities with relatively closed social and physical environment are gradually transforming into a combination of the old and new communities because of the disintegration. This transformation deeply changes its population composition, the organization and management mode, the settlement environment. Modern community development is faced with the threats of community social problems such as isolation, interpersonal indifference, community crime, deficiency of community management, insufficient community service, uneven distribution of community resources, as well as advantages of rich community resources within traditional community legacy and the newly developed communities. Traditional community development approach usually focuses on satisfying the immediate problems and requirements and ignores the causes of the problems in which problems can hardly get resolved essentially or even results in unreasonable expectations based on the requirements put forward. These will possibly lead to unsustainable double efforts or ultimate failure. Based on knowing the nature of problems, the “assets-based†community development approach emphasizes on the existing assets and advantages of a community and advocates developing and enhancing the capacity of communities themselves in order to promote sustainable community development.Community planning needs to pay attention to the development of social, cultural, economic and political development in addition to the physical space. Under the transform and upgrade of planning disciplines, breaking through the traditional physical planning and limitations of the method and theory of community planning has practical significance. Assets-based community development planning promotes community development by planning means from the perspective of the stock assets. The research is based on the empirical study of the first example which employs the "asset-based†community development planning theory mainly adopting the method of combining literature research and field investigation.Firstly, the paper studies the "asset-based†community development theory, knowing that there are four circulatory phases including community organizing, visioning, planning, implementation and evaluation, and the public participation and education are always needed. Secondly, according to the above four phases, the paper analyzes the example project.At last, based on the reflections of the empirical study, the paper puts forward the following opinions that the contents of community development should focus on spatial optimization and upgrade of the management of organizations to promote urban microcosmic space production and promote grass-roots social management nowadays in China, community planning needs changes cognition from "requirements " to "assets", the organization mode should combine the top-down way with bottom-up way,and planning techniques should change from blueprint to public policy. In the meanwhile, planners should develop their roles to becoming community planners. |
