Along with the development of China's economy,the expressway has experienced rapid development for more than twenty years.However,with the public nature of highway and the impact of negative public opinion orientation,the industry is facing huge impact.Firstly,due to the government is in absolute position of strength,over the past few years successively promulgated the implementation of green channel free,car free policy for major holidays,toll road re-approval fee standards,age limit special cleaning work above which all caused great impact and bring sustained negative impact to the highway industry.Secondly,The formulation of laws and regulations conductive to the steady development of industry is still full of changes.,which makes industry policy risk more prominent.Thirdly,It is expected that the government will tighten regulation to the industry,which will increase highway enterprise operation risk.Faced with the above mentioned situations,domestic highway companies are facing strategic transformation challenges.SZ High-speed company is a highway listed company,in recent years,affected by government policy,the main industry shrinks,the company faces the challenge of sustainable development.SZ Expressway is facing urgent transition issues.Balanced scorecard is a set of effective tool worldwide for strategic management and performance appraisal.Under the severe external environment,in order to achieve effective strategic transformation,the company need to implement strong strategic management,while establishing scientific and effective performance evaluation system closely surrounding strategy is the key to the survival and development of the enterprise.This paper first introduces the organizational structure and the company profile of SZ High-speed,and describes in detail the problems in the performance management of SZ High-speed company and the performance appraisal system of senior executives.According to the strategic objectives and strategies of SZ High-speed company,Based on the strategy of the company's strategic map,the establishment of KPI index library,combined with the level of state-owned enterprise management approach requirements,to determine the SZ High-speed company level balance scorecard.At the same time,the optimization design of the executives of the company level performance objectives of the decomposition process,to determine the responsibility of executives performance responsibility book,developed the implementation of security.Finally,it summarizes the shortcomings of the implementation of the Balanced Scorecard Performance Management System of SZ High-speed company executives and the future improvement direction.This paper has a certain reference significance for the application of the strategic performance management system based on the Balanced Scorecard theory and the reform and development of the enterprises listed on the expressway and the state-owned holding companies in the same region.
