In the process of socialist economic construction in our country,the state-owned enterprise is the pillar,a dominant position in the national economy,with the continuous development of state-owned enterprises,state-owned enterprises in the capital construction investment has increased year by year,it is the guarantee of state-owned enterprises to expand production capacity,to carry on the industrial upgrading,promote the basis of the value of state-owned assets,do well the basic construction investment is an important management of the state-owned enterprises of the era of the new work,this is the basic construction project of state-owned property management put forward higher requirements.The development of an enterprise or an organization largely depends on the management level of its human resources.At present,the method of performance appraisal,the balanced scorecard theory from western developed countries,for the modern enterprise provides a pegged to the strategy of new performance management model,it is financial,customer,internal business,learning to grow four dimensions to build evaluation index,the enterprise strategic target layers of decomposition to employee performance appraisal management,make the enterprise strategy is able to be born.The object of this paper is Z company,a large state-owned coal enterprise.According to the strategic layout of the company,it is now in the stage of its third entrepreneurship.Therefore,the company attaches great importance to the management of infrastructure.By analyzing the performance appraisal of engineering management positions of Z company,this paper finds out the problems existing in its appraisal status and analyzes the causes.On the basis of the feasibility analysis of the balanced scorecard,combining with the demand analysis of the company's stakeholders,strategic map was used to present the strategic objectives in the field of infrastructure construction,and the objectives were decomposed layer by layer into the assessment indicators of specific positions,so as to construct the performance assessment system for engineering management positions of Z company based on the balanced scorecard.
