As a municipal project agency,S company has set up the corresponding performance appraisal system aiming at the company’s development goal in the different times,and each system has played a certain role.In recent years,the domestic economic environment and policy changed rapidly,those construction agencies are not only facing the business reduction of government projects,but also need to face challenges by big state-owned companies.Therefore,in 2015,S company adjusted the main business from government pojects to tap water plant,sewage treatment plant and water diversion projects agency project invested by group,the geographical scope of business extended from urban to the surrounding county.Though S company established a new strategy and five-year progamme at the same time,there were no supporting measures,which leads to that the strategy did not effectively implemented.Performance appraisal plays an important role in company strategy realization and core competitiveness improvement of the enterprise.Taking S company as the research object,this paper recalls the performance appraisal system development course from project oriented to performance goal oriented,then anylises the current problem that performance appraisal system does not meet the demand of the company’s strategy.After adjusting the strategy for the internal and external changes,the paper constructs the strategic oriented performance appraisal indicators system combined with balanced scorecard(BSC)theory.This paper argues that,as a state-owned professional construction agency and a subordinate company,strategic transformation should closely follow the group’s strategic planning.At the same time,the performance appraisal methods need to be adjusted as internal and external environment or the company’s strategy had been changed.Strategic appraisal indicators system based on BSC is applicable to the state-owned small or medium-sized construction enterprises,strategic implement.The paper provide a preference for those state-owned enterprises especially small or medium sized government construction enterprises to enhance performance appraisal level and improve competitiveness to meet the requirements of strategy management.
