Guangxi University,Guilin University of Technology and Guilin University of Electronic Technology have been selected into "the Plan for Educating and Training Outstanding Engineers(PETOE)" in Guangxi,which provides a great opportunity for the cultivation of engineering talents in Guangxi.In this context,how to improve the quality management in cultivating outstanding engineering talents and the quality of training engineering talents is an important issue for the current pilot universities in Guangxi.Through questionnaire and actual interview,this paper investigates the present situation of the training process of outstanding engineering talents and the training result.It is found that,in the pilot universities in Guangxi,there are still some deficiencies in the outstanding engineering talents training process and in its management ect.Besides,the quality of the training needs to be improved.The specific performance is as follows:the publicity of the training plan is not in place;the trainning objectives are not definite;the selection and management of students are not strict;the teaching system is not reasonable;the teaching staff is unsatisfactory;the teaching conditions are incomplete and so on.Based on the theory of stakeholder and the theory of comprehensive quality management,this paper analyzes the causes of these phenomenon from three major factors:government,universities and enterprises.lt points out that the main reason for the government is the lack of relevant government functions on outstanding engineering talents,training,including deficient training funds and incentive policies as well as the insufficient drive to construct a university-enterprise cooperation mechanism.The reasons for the pilot universities are that its awareness towards the quality of outstanding engineering talents cultivation is not strong,and that the training process is not perfect,which includes:the internal culture of quality has not been established;the management organizations are not closely connected;quality control is not in place;there are still imperfections in the work of quality improvement and so on.As for the enterprise,it is mainly due to the lack of social responsibilities.Therefore,in order to improve the training process of outstanding engineers in the pilot universities in Guangxi,and to improve the quality of training engineering talents,the corresponding measures should be proposed.The role of the above-mentioned three main bodies should be given to full play:the government should strengthen the macro-control,and give full play to its functions,including increasing the funding and policy to the pilot universities,constructing the interests meeting point of university-enterprise cooperation with the purpose of strengthening the guidance and supervision of universities and enterprises.Pilot universities should cultivate the culture of quality of training outstanding engineering talents;strengthen organizational communication and improve the management system;strengthen quality control;improve the work of quality improvement.The enterprises need to enhance their sense of social responsibility and participate in the joint training of outstanding engineering talents.
