| At present,higher engineering education has a solid resource base in Liaoning Province,the innate conditions for the training of engineering talents in universities are superior,there have a large number of universities and engineering majors,cultivate large-scale engineering talents.This research based on the actual situation and development situation of the development of stocks and increments of engineering talents training in universities for Liaoning Province,around the main problem that the quality of engineering talents training in universities,based on the research perspective of strategic management,fully match the"quality of talent training" in the field of education with the "strategic management problem"in the field of management,sublimation of "quality issues" into "strategic issues",rationality has established a research paradigm that combines quality with strategy and strategic management.Building a logical system and framework structure for quality strategy and strategic management which are clear,distinctive features and clear ideas.It focuses on the basic content of strategic management,such as strategic analysis,strategic choice and strategy implementation.It analyzes the basic connotation of the quality of engineering talents in universities.First,the theoretical system,concept definition and grafting application of the strategic management are discussed.Secondly,interpretation and expand application of the concept evolution and cognitive deepening of "quality theory",among them,"Quality Theory" has experienced the continuous evolution of"objective quality-subjective quality-dynamic quality-total quality-standard quality".Application basis of the strategic management are Collection Definition of the Training Paradigm of Engineering Talents in Universities and Multi-dimensional inference of the quality of engineering talents training in universities."Engineering","Innovative" and"International" are quality characteristics,they are mechanism of the strategic management.Subsequently,analyze the strategic management generate of the quality of engineering talents in universities,among them,the relationship between quality and strategic management is inevitability and compactness.It analyzes the five characteristics of strategic management of the quality of engineering talents in universities,such as structural,constructive,comprehensive,differential and continuum.Finally,it discusses the element relationship between the quality of engineering talents training in universities and strategic management form strategic environment,strategic choice and strategy implementation and protection.It analyzes the strategic environment and the strategic basis for the quality of engineering talents in universities.The PEST classic model was introduced to analyze the four external environments of politics,economy,society and technology that affect the quality of engineering talents training in universities in Liaoning Province.Through quantitative research,comprehensively grasp the true situation of strategic basis of the quality of engineering talents in universities,Questionnaire survey of 2,600 senior students from 31 engineering majors in 18 provincial universities,and used a semi-structured approach In-depth interview with 136 people from 5 provincial universities and 5 companies,finally provided qualitative problem exploration and analysis judgment for strategy formulation.It clarifies the strategic choice of the quality of engineering talents in universities.The strategic vision includes three aspects,engineering orientation as always target,innovation and entrepreneurship education as a key fulcrum,International training as long-term kinetic energy.Based on the main body dimension of the universities,with the constant appeal of "engineering""innovative" and "international",put forward strategic and rational choices for the specific and rational aspects of the profession,the curriculum,the teachers,the carriers and the models.It expounds the strategic implementation and protection of the quality of engineering talents in colleges and universities.Specific strength points within the university of the strategic implementation are focus on the continued synergy of "five forces" such as strategic leadership,strategic execution,strategic objectives,strategic organization and strategic resources.Pecifically,enhancing the pilot control of strategic leadership,strengthening the joint execution of strategic subjects,improving the structural adaptability of strategic organizations,and ensuring the continuous allocation of strategic resources in universities.The main way of strategic guarantee is to improve the government’s external governance system and construct a long-term social driving system based on the dual perspectives of government and society. |
