Research On The Application Of Safety Risk Management In The Train Driving

Locomotive operations department is the key link to ensure the safety of railway traffic and to prevent accidents.Train drivers are widely dispersed and highly mobile,and their working hours are irregular.A driver operates a high-speed train,so it is necessary to improve the working standards.Through conducting management studies on safety risks of train driving,identifying safety-endangered events,analyzing causes and results,evaluating risk grades and making control measures.The following results were obtained.(1)It made a statistics of responsible accidents in a railway station during the past 10 years and a locomotive depot in 3 years.It recognized 29 safety-endangered events by the train drivers,including losing time、injured and fatal accident、braking.(2)It established a 6×5 risk matrix for safety risk management of train driving.It analyzed the causes and results of the 26 safety-endangered events using the risk matrix,resulting in 5 unacceptable risks,8 undesired risks,15 tolerable risks and 1 basically accept risks.(3)Aiming at the unacceptable and undesired risks and partial tolerable risks,there are 16 higher class risks in total.It made 105 corresponding risk control measures(including 20 cause-eliminating measures,51 frequency-reducing measures,14 result-controlling measures and 20 result-relieving measures)and conducted initial evaluations on the effectiveness of those measures.The effectiveness evaluation results of the 16 higher risks are:0 effective control,6 normal controls,6 partial controls and 4 repeat controls.From the results,It is useful for the safety risk management in the train driving.Fewer accidents will be happened,the loss of the accidents will decrease.
