The project general contracting(DB)project has the characteristics of large project volume,complex construction process and long construction period,which determines the difficulty of the DB project safety production management process,and cannot achieve the continuous safety management goal through the traditional management model.Strengthening the DB project safety management level requires further improvement of the dual-prevention mechanisms of risk-graded management and control,and the integration of dual prevention mechanisms into all phases of the DB project.Therefore,a comprehensive analysis of the design and construction phase of the safety factors,integration and improvement of the construction safety system has become the focus of safety management.The paper follows the concept of "discovery problem-analysis problem-solve problem".It uses a variety of methods to conduct qualitative and quantitative analysis of the influencing factors and evaluation indicators in the process of safety production management and control of the DB project,and summarizes related promotion paths.First,the concept of the DB project,risk classification and control,and security risks were defined,and the interpretation of important technical terms such as danger sources and hidden dangers was carried out.Based on the PDCA quality management system,a dynamic system for the investigation and management of risk hazards was established.The use of literature review and research methods to obtain the key factors affecting safety,laying a foundation for the development of safety production management and control during the design and construction phase.Secondly,select a DB project,summarize the safety management and control procedures in the design phase,establish a safety management model in the design phase based onstandardized design procedures,and apply modern information technology to the design phase to eliminate hazards from the source.It is safe in the construction phase.The basis of production.The construction phase is a frequent phase of security accidents,especially the complexity of the DB project increases the difficulty of the safety management during the construction phase.The establishment of a safe production PDCA workflow and management system during the construction phase will help identify problems and solve problems in a timely manner.Through literature analysis,case studies,and expert seminars,the influencing factorization index system for the safety management and control of the DB project was summarized as including four first-level indicators,11 second-level indicators,30 third-level indicators,and an index system of influencing factors.According to the system,the weight of each index factor was determined by questionnaires and AHP.The importance level of each factor was obtained according to the weight.Finally,the system for building safety laws and regulations was perfected,and the ability to manage and control DB project safety was improved.By analyzing the current status and disadvantages of the existing laws and regulations and systems,the legal concept of the security law system was explored,providing ideas for the innovative construction of the follow-up laws and regulations system.According to the determined importance grades of the influencing factors and the summary of the problems,the path to improve the building of the safety laws and regulations system was clarified,so as to achieve the goal of safe production control.To achieve the DB project safety production control process requires different levels of improvement and improvement.Strengthen the improvement of the management and control system during the design phase.Apply the PDCA management model to the construction phase of the DB project to achieve continuous improvement of the safe production problem solving path,and promote the overall improvement in the construction of safety production control and control capabilities.
