Research On The Flight Delay Management From The Perspective Of Public Crisis Management

With the improving living standard of people in China,more and more people choose aircraft as their main transportation method owing to its comfort ability and fast speed.Meanwhile,flight delays caused by weather,air traffic congestion and other reasons have been widely concerned.This problem not only affects the passengers' travel plan,the airport and the airline's public image,but may also lead to passenger group incident,which is a serious threat to aviation safety.It is now an outstanding problem to build the harmonious civil aviation.The current solutions of flight delays mainly rely on the airport and the airline.But due to authority,resource constraints and other reasons,it is difficult to coordinate more concerning departments to form systematic solutions.The effect is not obvious,and even leads to mass incidents because of dissatisfaction from the passengers.By analyzing the status quo of flight delays in W airport,this paper dissects the main reasons causing this problem in our country.Through analyzing the typical flight delay cases,it expounds the management problems and the causes of mass incidents in depth.By backtracking the typical cases,this paper divides flight delay management into three stages: pre-control,coordination and improvement afterwards based on the view of public crisis management and holistic governance theory.On the basis of theadvanced experience of the developed countries in this field,the present study puts forward the corresponding countermeasures to build a shared,coordinated flight delay management system from the government,airport,airlines,civil aviation industry and other multi-angle.By improving the existing solutions,the comprehensive management on this phenomenon will be finally achieved.
