Research On The Railway Emergency Management From The Perspective Of Public Crisis

Traffic is the important engine of pulling economic development, in which railway is the main driving force to some extent. Railway, as a strong impetus to the social and economic development, plays a basic role of safeguarding. At present in China, with the rapid development of railway, the railway emergencies are becoming more and more frequent, which also brings more and more harmfulness to society. It deeper reaches is done to this problem, it is easy to find out that the railway emergency management system in our country has obvious flaw and insufficiency in many aspects like its own organization structure, operation mechanism and resources protection. This inevitably has a great negative impact on the disposal results of events. Therefore, to perfect our railway emergency management system is of great significance to the overall development of society and economy in China.Railway emergency management is a multi-sectoral, multi-regional and interdisciplinary system process. Taking Hohhot railway bureau as an example, this paper analyzes the features, present situations and existing problems of railway emergency management system and then formulates the preliminary theoretical framework for the present emergency management system. Based on the basic characteristics of the railway emergency in our country, the emergency management organization is designed to be hierarchical network structures and the functions and processes of the management system are also redesigned. Then, this paper builds the railway emergency management system from multiple aspects, such as decision-making, information and implementation, and puts forward the concrete measures on further perfecting the system. More importance is attaches to the researches on the issues like the response mechanism, the budget preparation and the resource security in Hohhot Bureau, on the basis of which this paper comes up with constructive proposals which is practically significant for improving the ability of railway emergency management.
