Research On Public Crisis Management Of Large-Scale Power Outage Accidents In Chongqing Power Grid From The Perspective Of Government-Enterprise Linkage

With the progress of society,human activities have become more frequent,and the frequency and scope of various public emergencies have increased,which has promoted the rise and development of public crisis management theories.Electricity as a typical public product,large-scale power incidents should also be included in public crisis events for reflection.In the past ten years,the scale of China's power grid has almost doubled with economic growth,the grid system has become increasingly complex,and the security of the power grid is facing threats.It also challenges the government's ability to respond to the crisis management of power grid accidents.The Chongqing Power Grid is directly connected to Sichuan,Hubei and Guizhou in the west,east and south directions.It is one of the important channels for "West to East".The power grid covers 38 districts and counties and provides electricity for about 30 million people.A large-scale power outage will cause a chain crisis in the transportation,living,production,medical,financial and other industries.Therefore,ensuring the stable power supply of the power grid is critical to regional economic development,social stability,and the safety of people's property.The public crisis management practice of the large-scale power outage in Chongqing's power grid started late,and the cooperation between the government and enterprises is still in the stage of running in.This article draws on the recent large-scale power outages at home and abroad in recent years,using the "Thirteenth Five-Year Plan for National Emergency Response System Construction","National Large-Scale Outage Emergency Response Plan" and "Electricity Industry Emergency Capacity Building Action Plan(2018-2020)”as a guide,systematically analyzed the current situation and major problems of public crisis management of large-scale power outage accidents in Chongqing 's power grid from the perspective of government-enterprise linkage.Deficiencies in construction,system building,and joint exercises,information linkage,and resource linkage in the implementation process.Through analysis of the reasons,it is proposed that the Chongqing Municipal Government should improve the public crisis management of Chongqing 's large-scale blackout government-enterprise linkage from the aspects of improving organizational structure,improving system construction,strengthening emergency drills,establishing efficient and coordinated power emergency linkages,and strengthening power material guarantees.The ability to deal with public crises in government-enterpriselinkage.
