With the continuous depletion of various types of global resources,ocean has become a new and precious resource.Human has come to a new era of developing and utilizing the ocean.Meanwhile,the ocean has become strategically significant for countries.The world’s major coastal countries have made efforts in safeguarding national maritime rights and interests,developing the marine economy,and protecting the marine environment as their major development strategies.The situation of maritime rights and interests disputes has become increasingly severe,and maritime rights cruise has been highly intensive and on a regular basis.How to ensure the safety of cruise is an important issue while rights cruise adheres to the duties of rights protection.This paper has developed a maritime rights cruise platform for related personnel to assist decision-making,integrating multiple sources of massive ocean data and employing various key technologies,such as early warning monitoring and route planning.And provide an integrated display of various sea state information.The platform can meet the demand for refinement,timeliness,and flexibility of the release of cruise security products,and improve the navigation rate and safety of maritime rights cruises.The platform has been successfully applied to the Forecasting Center of the East China Sea Branch of the State Oceanic Administration.This paper is described in accordance with the process of designing a maritime cruise platform and conducts major research on key technologies for the development of maritime rights cruise platform.The main research contents have the following three points:(1)Dynamic monitoring of ship cruise warning based on improved convex hull algorithmThe early warning and monitoring of large winds and waves on the sea surface was studied,and the dynamic monitoring technology for ship cruise warnings based on improved convex hull algorithm was proposed.In the warning process,according to the obtained grid data of wind and wave,the dangerous points are identified and sorted by polar angles and convex hull retraction is performed to generate more accurate dangerous areas,which reduces error of warning range.And according to the real-time large winds and waves,the dynamic monitoring of the early warning areas ensures the security of the rights cruise.(2)Route planning with the improved A* algorithm based on weightIn order to perform specific tasks,marine rights cruiser may have to pass through the early warning area that is monitored.In order to ensure that the ship is sailing on a safe route within the dangerous area,an improved A* algorithm based on weight is proposed for the grid data obtained.The route weight is decided based on the safety under the ocean wind and wave.Simulation experiments were conducted for five cruising circumstances that are varying in risk points distribution,strength and distance,.The simulation results show that the proposed algorithm can take into account both the shortest path and navigation safety.This method also applies to non-warning area to ensure the safety of the planned route.(3)Design and implementation of maritime rights cruise platformFacing security requirements of the East China Sea rights cruise,the realization of maritime rights cruise security platform is realized with the use of the proposed algorithms for cruise early warning and route planning.To integrate the multi-source and massive ocean data related to cruise safety,the data was analyzed,and stored in three-tier database system of origin,base and theme and with disaster recovery.Then,data preprocessing is performed to clean dirty data filtering and eliminate redundancy.Building upon the WebGIS,the platform provides the auxiliary decision-making services of cruise early warning monitoring,route planning and the integrated display of all related ocean information.
