Research Of Maritime Safety Risks And Governing Countermeasures Within The District Of Pingtan Waters

With the Pingtan Comprehensive Pilot Zone progress its development and opening up,the traffic flow of small and medium-sized ships within the district of Pingtan Waters,especially Haitan Strait,increases massively.Meanwhile,with a great quantity of marine operation projects implementing,there’re massive amount of engineering ships conducting construction within the jurisdiction,which increase the possibility of maritime traffic and derived accident accordingly.Those accidents can not only cause a great loss t o the economic development and people’s living condition,but also,bring about disastrou s consequences to the Marine ecological environment and even global climate.Pingtan is known as the black spot of Fuzhou,with 1/3 of maritime traffic accidents of Fuzhou takin g place within the jurisdiction of Pingtan.Along with the development and construction of Pingtan Comprehensive Pilot Zone and the increase of public concern and awareness,the problem of Maritime safety becomes more and more treacherous and publicly-concerned.It becomes extremely important to enhance maritime safety hazards screening,control,supervision and inspection,so as to spot hazards and guarantee the security and stability operation of Pingtan.This paper analyzing the natural environments of water and the current situation of the navigation environment,fully understanding the situation of Maritime Traffic Safety,on the basis of public service theory and public products theory,through analyzing and evaluating risk sources of the navigation environment and the reason of maritime accident,it appears especially urgent to put forward to the safety management measure of eliminating the safe hidden danger and reducing the navigation risks.This article also analyzes influencing factors of maritime traffic and safety in Pingtan by document research and qualitative analysis,states nine kinds of risks with public risk management theory,emphasizes establishing the safe hidden database and put forward the countermeasures for risks.Finally,the author proposed that controlling and preventing risks should face the effect of natural factor,enhance maritime team and forces,and improve the person’s subj ective dynamic role to reduce the negative effects of risks.
