Research And Implementation Of Maritime Digital Plot And Analysis System

The lack,redundancy and inconsistency of navigation data are caused by different sampling frequency of navigation instruments,signal transmission delay,external interference and other reasons in marine accident investigation.The causes of collision accidents are only judged by manual or navigation track playback of navigation instruments,and the navigation situation of ships in the collision process is not analyzed in combination with collision avoidance rules,which often leads to great disputes in the division of responsibility and fault investigation of collision accidents.Maritime accident investigation not only needs to restore the collision process of ships,but more importantly,it is necessary to analyze the causes of accidents and put forward reasonable manipulation methods,so as to provide guidance and reference for safe navigation and avoid the recurrence of similar accidents.In this paper,based on the standardization of maritime electronic evidence collection,multi-source integration and calibration,and quantification of collision avoidance rules as the core,a visual maritime digital drawing and calculation system is constructed.The research contents mainly include:(1)Unify and standardize the extraction,storage,probative force judgment,identification and other links of maritime electronic evidence without unified standards by legal means and technical methods.(2)Propose a Prophet deep learning algorithm Palac(prophet algorithm based on LSTM adjusting change-point)based on LSTM adjusting step points,which can process missing values and fuse and calibrate ship dynamic data from multiple sources to improve the accuracy and effectiveness of the data.(3)Quantify the fuzzy abstract collision avoidance rules,put forward the concept of the situation of the nearest meeting point on the basis of the commonly used nearest meeting distance and minimum meeting time,and study and analyze the ship navigation situation in the collision process from the key data of ship navigation and their correlation.(4)Using B/S structure,design and develop a visual maritime digital plotting system based on electronic chart.On April 27 th,2021,the collision accident between ASYMPHONY(Symphony)and SEA JUSTICE(Yihai)was taken as an example for digital calculation and analysis,which proved that the system could accurately reproduce the whole process of ship collision,and put forward reasonable ship handling methods according to quantitative collision avoidance rules.The development of maritime digital mapping system provides strong technical support for marine accident investigation,and has high reference value for the division of accident responsibility and fault investigation.
