Study On The Integration Of Maritime Safety Administration Of Ships In Tianjin-Hebei Region

Since the implementation of the Beijing-Tianjin-Hebei coordinated development strategy,Maritime Safety Administration(MSA)of China,paid more attention on raising many pragmatic working concepts,and supporting Hebei MSA and Tianjin MSA to do strategic planning and development of integration energetically in order to serve national development strategy preferably.As the supervising authority of MSA branches all over the country,China MSA,being strategic thinking oriented,present the plan of optimization and integration of MSA resources,the integration of Maritime Safety Administration and port operating and management in Beijing-Tianjin-Hebei Region in the annual report of 2016.However,the reform scheme of integration of Maritime Safety Administration in Tianjin-Hebei Region has not been introduced currently,and the integration of Maritime Safety Administration has not been achieved now due to the different administrative authorities and policies.And the public service capacity of MSA should be considered to improve greatly.The problems and causing factors in the integration of Maritime Safety Administration process have been discussed on the basis of researching of New Public Service theory,Delegate Power and Optimize Service theory,and Coordinated Management theory.And the countermeasures of problems during the process of integration of Maritime Safety Administration have been introduced in this essay drawing the lessons from integration experience at home and abroad.The main contents of the thesis are organized as follows.The first chapter is introduction,and the background of researching,research status,and research strategy and methods have been discussed.Chapter Ⅱ is related concepts and theory.The concepts of integration of Maritime Safety Administration have been expounded and related theory such as New Public Service theory,Delegate Power and Optimize Service theory,and Coordinated Management theory have been researched and this is the forming the theoretical basis of the thesis.Chapter Ⅲ is the current situation of Maritime Safety Administration analyzing.The problems and causes have been discussed in order to introduce the suggestions in next chapter.Chapter Ⅳ is drawing the lessons from integration experience at home and abroad.Abroad lessons are from United States and Japan.And the integration lessons of China Entry-Exit Inspection and quarantine in Beijing-Tianjin-Hebei region have been researched also.Chapter Ⅴ is the countermeasures Linkage mechanism,information communication mechanism,joint talent training mechanism,and joint safeguard mechanism have been introduced.Chapter VI is Conclusion,the main points of view and meaning of the research have been concluded.
