The Research On Performance Evaluation Systems Of F Sawage Project In PPP Model

The PPP(Public-Private-Partnership)model is a cooperation model,means that the government and social capital cooperate in a project,this model is a major innovation in the supply mechanism in the public service field.In order to achieve the successful practice of PPP projects,through incentives and constraints,to maximize the benefits of financial funds as a feasibility gap subsidy and leveraged social capital,it should be reasonably accurate and effective in the project process.Performance evaluation can also make PPP project management more efficient and reduce project life cycle costs.This article focuses on the performance evaluation of PPP projects in wastewater treatment plants.Compared with traditional projects,wastewater treatment projects under the PPP model have more stakeholders and involve long-term contracts.At present,the main problem of the wastewater treatment PPP project performance evaluation system is the importance of operation,not enough attention to the construction period and the transfer period,which indirectly results in the actual PPP model cooperation effect is lower than expected.Therefore,for PPP projects,the most important thing is to rationally design a performance evaluation system and rectify project problems based on the evaluation results.This can effectively promote the success of the project and protect the public interest.Under the above background,this paper first summarizes and summarizes the current status of performance evaluation of the PPP project of F sewage treatment plant,analyzes it,and finds that there are deficiencies in the current performance evaluation,mainly including that the evaluation system does not include the full life cycle of the project and the lack of an practical and reasonable and effective performance evaluation system for the PPP project of F sewage treatment plant.Based on the current PPP related policies and practical needs in China,the author constructed a performance evaluation system for the project,including evaluation goals,evaluation objects,evaluation period,evaluation index system,and application rules of evaluation results.The system evaluates the performance of the PPP project of the F sewage treatment plant and analyzes the evaluation results.Finally,the author gives the guarantee measures for the implementation of the performance evaluation system constructed in this paper,and provide a reference for performance evaluation of PPP projects about sewage treatment.
