Research On Rural Domestic Waste Under The Background Of Rural Revitalization Strategy

At the call of the party and the people,the 19 th national congress of the communist party of China put forward a key “rural revitalization strategy”.In the process of implementing the strategy,it is of great significance to implement and build a modern green economy.Under the background of implement the strategy of rejuvenating the country,the rural living garbage management work has made great progress,but,at present our country rural ecological environment situation still exist many problems,this is caused by the urban and rural dual system for a long time,due to the rapid development of rural economy,rural living garbage also begins with a faster growth,governments and relevant departments to be paid more attention.In this paper,A city of Shandong province was selected as an example.From April to June 2019,through questionnaire survey and interview,field research was carried out from several dimensions,including governance system model,subject awareness and attention,capital investment,personnel allocation and infrastructure construction.Found on the whole,the city of village governance of the rural living garbage and rural living environment of the renovation work of the acquisition,satisfaction,or higher,in recent years,rural living environment renovation work definitely has a certain effect,the enthusiasm of villagers’ participation and environmental protection consciousness also increased,equipped with basic sanitation public resources gradually perfect,and the introduction of social capital.However,there are still very few villagers do not pay attention to and care about the management of household garbage,lack of sense of ownership,weak awareness of environmental protection,the foundation of garbage classification system has not yet been established,the coverage of infrastructure is still insufficient,capital shortage and operation difficulties.The main reasons are the insufficient attention paid by relevant subjects,insufficient publicity of awareness,incomplete formulation of relevant policies,insufficient implementation of existing policies,unbalanced development of the economic foundation,inadequate allocation of resources and so on.Then put forward four governance measures.First,we will improve policy implementation and strengthen government oversight.The administrative authority of environmental protection departments shall be allocated rationally,and service institutions shall be established to meet the needs of villagers at the grass-roots level for self-governance,so as to solve the dilemma of multi-headed management.To ensurethe salary and business level of relevant management personnel,village committees are actively encouraged to establish a supervision and management mechanism for village cleaners,and make clear provisions on the functions,rights and interests and obligations of cleaners,so as to promote the rationalization and scientific management of rural environmental protection personnel.Second,the establishment of a diversified fund channels,the realization of government and social governance.We will promote balanced development of waste management services in urban and rural areas,incorporate the cost of environmental protection management and governance in both rural and urban areas into the local public budget,and make a scientific plan for the proportion of the financial allocation of cities,counties and towns.Innovation and explore the rural living garbage collaboration management accountability systems,scientific planning of the government,village collective,the villagers proportion of its costs,make public financial investment with farmers cooperative relations,with the help of the villagers modest pay fees,or disposed of village collective economic governance funding problems,the construction of rural living garbage cooperation management system of encouragement and restriction.Third,the establishment of a reward and punishment mechanism to improve the level of participation.We will establish a sound inspection and evaluation mechanism,and a three-level inspection mechanism for towns and villages.We will conduct on-the-spot inspections and on-site inquiries,focusing on the construction of sanitation infrastructure in towns and villages,the building of cleaning personnel,the provision of funds,garbage collection and transportation,rural environmental sanitation management,and people’s satisfaction.We will establish a mechanism for assessing rewards and punishments,and set the management of rural household garbage as one of the core assessment items for leading party and government bodies in towns and townships and for leading bodies at the village level,and appropriately increase the proportion of the total score.Villagers’ principal role into full play,the village of the township government to guide the formulation or revision of the“two committees” of village villagers universal recognition,easy to implement,the living garbage management,public health and environmental regulation,good living habits,and so on into the content,clear the villagers is responsible for maintaining the courtyard and internal environment of management,behind the house pay BaoJieFei,TouGong work-relief funds aspects of the specific responsibilities and obligations.Fourth,actively promote garbage classification and realize ecological treatment.The government should promote the classified collection and treatment of rural garbage,give fullplay to the role of news media,vigorously publicize and popularize the knowledge related to environmental protection and household garbage treatment,and introduce and actively promote the ecological garbage classification skills,so as to lay a foundation for the ecological management of rural garbage classification.
