Research On The Problems And Countermeasures Of Rural Environmental Supervision Under The Background Of Rural Revitalization Strategy

On the journey of building modern material civilization,mankind regards the conquest of nature as a symbol of development and progress.Human beings have been reclaiming and plundering the ecological environment for a long time.This leads to scarcity of natural resources,destruction of the natural environment,and serious harm to the entire natural environment.In the process of unrestrained urbanization and industrialization,environmental protection and economic construction were once goals that could not be achieved at the same time.The long-term neglect of environmental governance caused an ecological crisis.Fortunately,nowadays,more and more people’s attention has shifted from single economic development to ethical care for the environment.The rural environment in my country is more complex and extensive than the urban environment,The rural revitalization strategy came into being,and the proposed ecological revitalization is the key and support for rural revitalization.In the practice of rural environmental governance,due to some objective problems and subjective obstacles in rural environmental supervision,rural environmental supervision cannot play an effective role,and rural environmental problems cannot be effectively solved,which affects the development of agriculture and rural areas.The article takes the proposal and implementation of rural revitalization strategy as the background of the times,takes public goods theory,public governance theory,government function theory,and sustainable development theory as the basic research theory,and selects X county in L city as a case study.Through literature review and field investigations,the present situation of rural environmental supervision in the county was summarized.Discussed the four problems in the county ’ s rural environmental supervision: weak environmental supervision and law enforcement capabilities,weak rural environmental supervision of local governments,insufficient environmental quality monitoring,and insufficient participation of social forces in rural environmental pollution supervision.It also analyzed the reasons for the problems in the county’s rural environmental supervision from four aspects: the rural environmental supervision system is not perfect,the construction of supervision law is lagging,the supervision methods are backward,and the lack of environmental protection education.Finally,in view of the problems and causes in rural environmental supervision,a series of countermeasures and suggestions are put forward from four aspects: constructing a sound rural environmental supervision system,promoting the legalization of rural environmental supervision,enriching and innovating rural environmental supervision methods,and improving the rural environmental protection publicity and education system.It is hoped that the research results can provide some theoretical and practical reference and reference for the problems existing in rural environmental supervision in the implementation of rural revitalization.
