A Study On The Rural Residents' Sense Of Gains From The Public Service In Environment In Lipu County Of Guangxi

With the rapid development of rural economy,the rising living standards of rural resident and the continuous promotion of environmental protection propaganda,rural resident are paying more and more attention to health issues,and there is a need to further improve and optimize the living environment and production environment in rural areas.This paper selects Lipu County,which has a leading economy in Guilin and relatively rich resident's lives,as the research object,to study the masses' sense of access to basic public services in rural environment,aiming to understand the specific content of basic public services in rural environment and the extent of the masses' sense of access and satisfaction in public services,and to pay more attention to the needs of resident's livelihood.Entering a new era,based on a new orientation," green" development requires the integration of rural economy and environment.How the government,as the leader,can better provide basic environmental services to the rural masses is a new test and a new task we are facing.This paper sorts out the customer satisfaction,public satisfaction theory and new public management theory,puts forward that people should attach importance to environmental basic public services in the current rural society,defines relevant concepts,and puts forward the contents of environmental basic public services from a practical point of view,including four aspects: environmental legal policy services,environmental supervision services,environmental governance services and environmental education services.With the help of customer satisfaction theory,this paper conducts a questionnaire survey on the main content and access to environmental basic public services,service quality and public expectations of the masses in 13 villages and towns in Lipu,and draws the conclusion that the masses of rural environmental basic public services in Lipu do not have a strong sense of access,and specifically analyzes the reasons for the low sense of access of the masses in rural areas: lack of attention paid by the main suppliers to rural environmental issues,inadequate local systems,lack of professional rural environmental workers and technical strength,unsmooth ways of participation in rural environmental basic public services,and delay in the construction of rural environmental basic public services infrastructure.Based on the investigation,research and analysis,this paper puts forward some suggestions for improving the public's sense of access to basic public services in rural areas in Lipu: improving institutional policies,actively promoting basic public services in rural areas,strengthening personnel construction,upgrading service technology,and increasing financial support.We will speed up the construction of environmental infrastructure and raise the level of basic environmental public services in order to help improve the public's sense of access to basic public services in the rural areas of Lipu.Based on the investigation and analysis,this paper puts forward some countermeasures and suggestions to improve the public's sense of access to basic public services in rural Lipu,such as paying attention to environmental problems in rural Lipu,improving local environmental related systems,strengthening team building and service technology upgrading,unblocking access to basic public services in rural areas,increasing financial support and speeding up infrastructure construction,so as to help improve the public's sense of access to basic public services in rural Lipu.
