Research On Public Satisfaction Of Urban Environmental Protection Public Service Based On EPSI Model

The current environmental problems involve many fields and types,and the ecological environment condition has not reached the expectation of the public.Tianjin is the economic center of North China and one of the first batch of coastal open cities.The public is eager to further improve the quality of ecological environment,and the requirements for air quality,water quality,land quality and other aspects are increasingly high.At present,there are some problems in the supply of environmental protection public services in Tianjin,such as insufficient environmental supervision,unequal allocation of environmental treatment facilities,inadequate environmental management services and so on.Therefore,this paper introduces the public satisfaction into the environmental protection public service supply,explores the public satisfaction factors that affect the urban environmental protection public service supply of Tianjin,enriches the application scope of the public satisfaction theory in the field of public service,uses the structural equation model to carry on the empirical analysis to the collected survey data,in order to improve the level of urban environmental protection public service supply of Tianjin To provide targeted suggestions and Countermeasures for the government to accurately understand the needs of the public and improve the supply level of environmental protection public services in Tianjin.First of all,this paper takes the current situation of urban environmental protection public service supply in Tianjin downtown(Heping District,Hexi District,Hedong District,Hebei District,Nankai District,Hongqiao District)as the research object,and constructs the satisfaction index model of urban environmental protection public service supply in Tianjin Based on the American customer satisfaction index model(ACSI)and China customer satisfaction index model(CCSI)EPSI consists of four variables: perceived quality,perceived value,public satisfaction and public trust,which are composed of 17 observed variables.Secondly,according to the EPSI model of Tianjin city environmental protection public service supply satisfaction index(EPSI),this paper makes a reasonable assumption on the structural variables,and then forms the Tianjin city environmental protection public service supply satisfaction questionnaire,and analyzes the reliability,validity and exploratory factor of the survey data.Thirdly,using the quantitative analysis method of structural equation model to carry out confirmatory factor analysis on the survey data,modify the satisfaction index model(EPSI)of urban environmental protection public service supply in Tianjin,and find that perceived quality has a positive impact on perceived value,perceived value has a positive impact on public satisfaction,and public satisfactionhas a positive impact on public trust.Finally,the importance satisfaction matrix is used to scientifically and effectively put forward countermeasures and suggestions on perceived quality related issues.The specific strategies are: get through the last kilometer of public expectation and perception of environmental protection value;take public satisfaction as the criterion to promote the effectiveness of environmental protection public services;promote the transformation and upgrading of environmental governance facilities and sustainable development of environmental quality.
