Research On The Impact Of Objective Performance Of Environmental Governance On Public Satisfaction With Environmental Protection

In the practice of government environmental governance performance evaluation,two performance evaluation models have gradually formed,namely,the objective measurement model based on cost-benefit analysis and the subjective evaluation model that emphasizes public environmental protection satisfaction.However,in real situations,the paradox that the objective performance of environmental governance deviates from the public’s environmental protection satisfaction often occurs.At present,the academic circles mostly take the objective performance of environmental governance as the perspective,take environmental protection investment,environmental protection efficiency,and environmental protection effect as the starting point,and supplement the public psychological characteristics.Few scholars conduct theoretical analysis from the perspective of political external situations such as government trust,environmental protecti on services,and media publicity.Therefore,based on the customer satisfaction model theory,the government performance governance theory based on public value(PV-GPG theory)and social epistemology,this paper constructs an analysis framework for the impact mechanism of environmental governance objective performance on public environmental protection satisfaction.And use the Ordered Probit model to empirically analyze the impact of the objective performance of environmental governance on the public’s environmental protection satisfaction and the specific mechanism.The study found that:(1)The objective performance of environmental governance has a significant positive impact on the public’s environmental protection satisfaction,which is partly produced through the mediating effect of government trust.The above results show that improving the objective performance of environmental governance is conducive to enhancing government trust,and at the same time,increasing government trust is conducive to improving public environmental prote ction satisfaction;(2)the positive impact of environmental protection services on public environmental protection satisfaction is stronger than the objective performance of environmental governance,and It plays a negative moderating effect in the influe nce path of objective performance of environmental governance on public environmental protection satisfaction.The above results show that in evaluating government environmental governance,the public not only pays attention to the objective performance of environmental governance at the level of natural systems,but also pays attention to environmental protection services at the level of social systems.However,when the quality of my country’s ecological environment has not been significantly improved,th ere is a certain degree of substitution between the objective performance of environmental governance and environmental protection services,which makes the public shift from focusing on the objective performance of environmental governance to focusing on environmental protection services;The influence path of objective governance performance on public environmental protection satisfaction has a negative moderating effect.The above results show that in the process of environmental protection propaganda,t he government’s propaganda content is professional,obscure,general,and distorted,and it uses "false publicity and true concealment" in the report of environmental mass incidents to avoid public supervision,which is easy to make the public concerned ab out the environment.Governance objective performance information is questioned,so that media publicity exerts a negative moderating effect.Therefore,improving public environmental protection satisfaction cannot and should not be limited to the objectiv e performance of environmental governance.It should also pay attention to whether government environmental protection services conform to public values and fulfill public responsibilities,and build consistency,trust,and legality by optimizing environmental protection publicity and other methods.To resolve the value conflict in environmental governance,the objective performance of environmental governance can be recognized and satisfied by the public.
