| Rural public environmental sanitation governance is an inevitable requirement of ecological revitalization in rural revitalization,an objective need to change the current situation of unbalanced and inadequate social development,and the only way for farmers to pursue a higher quality of life.At present,the material life of farmers has reached the welloff level in an all-round way,and farmers further put forward new requirements for rural living environment.Based on this,creating more comfortable living conditions and a better ecological environment for the masses and making them feel more happy and gain has become the key goal of the rural revitalization project.Although Hunan province has made some achievements in rural public environmental health management,there are still many problems in rural public environmental health management.Farmers are one of the main bodies and the most direct beneficiaries of rural environmental sanitation governance.It is of vital importance to analyze the current situation of rural public environmental sanitation governance from the perspective of farmers for future governance work.In this paper,five aspects of problems were selected from the perspective of farmers through household interview and research,and the satisfaction evaluation of rural public environmental health management and its influencing factors were explored from the perspective of farmers.The research content of this paper mainly includes the following aspects:(1)Current situation and predicament of rural public environmental sanitation management in Hunan Province.213 peasant household survey data to collect,through personal and family information,public health and environment,rural production and living environment and health management,construction management,the basic economic situation,the findings of the six dimensions such as cognitive status of farmers in hunan province at the present stage in rural public environmental sanitation management present situation has carried on the descriptive statistics,The study found that the following difficulties exist in rural public environmental sanitation governance in Hunan Province: the progress of rural public environmental sanitation governance is uneven;Rural public environmental health management funds are not in place;Farmers lack of awareness of public environmental health protection;Village cadre works result is bad,working enthusiasm is inferior.(2)Rural public environmental health governance satisfaction evaluation from the perspective of farmers.This chapter first explains the selection of indicators and methods,then explains the selection of satisfaction evaluation methods,and assigns values to each variable and judges the expected impact.Then descriptive statistics were conducted on the status quo of the four satisfaction items of farmers to obtain satisfaction evaluation.Based on this,cross-list analysis was conducted on the respective variables and the four satisfaction items.(3)Study on influencing factors of rural public environmental health governance satisfaction from the perspective of farmers.This chapter studies the factors influencing the satisfaction degree of rural public environmental health management,and selects the satisfaction degree of 4 indicators of farmers as the dependent variable Y,including 14 independent variables X,such as gender,education level and health status.The empirical results show that the significant variables in the four models are age,education level,government supervision,policy understanding and work enthusiasm of village cadres.In model 1,the significant variable is crop straw treatment;In model 2,the significant variables are village collective position,annual household income,crop straw treatment method and whether to carry out toilet revolution.The significant variables in model 4 are annual household income and whether the toilet revolution is carried out.(4)Research conclusions and suggestions.According to the results of regression analysis,the research conclusion is drawn and four countermeasures are proposed.First,optimize the allocation of governance institutions and improve the supervision and assessment mechanism;Second,improve governance fund guarantee and establish diversified financing channels;Third,change farmers’ environmental protection thinking,expand policy publicity channels;Fourth,implement the accountability system and strengthen the building of community-level officials. |
